Description
The United States Forest Service (USFS), Pacific Northwest Region (Region 6 Oregon and Washington), anticipates soliciting for a Mobile Laundry Unit(s) for use during Local, Regional, and Nationwide fire suppression and all-hazard incidents. The contractor/Vendor is responsible for all labor (as required), equipment, operating supplies, materials, State and Federal taxes (including worker's compensation costs), insurance coverage, transportation costs, overhead, and profit, and any cost/fees necessary to ensure equipment/operators/crews meet(s) the specified standards. NOTE: THE AGREEMENTS WILL BE COMPETITIVELY AWARDED AND RANKED BY ONE (1) GEOGRAPHIC AREA HOSTED BY OR-CVC (Coastal Valley Interagency Coordination Center) in Corvallis, Oregon. The Government anticipates awarding multiple Incident Blanket Purchase Agreements (I-BPA) using a total Small Business Set Aside under NAICS 812320. The Small Business size standard is $5.0 million. The solicitation and the specifications will be available electronically and will be posted to the FedBizOpps (FBO) website; http://www.fbo.gov on or about January 5th, 2012 and closing on February 22, 2012. NO PAPER COPIES WILL BE ISSUED OR ACCEPTED, AND NO TELEPHONE REQUESTS FOR THE SOLICITATION WILL BE ACCEPTED; this is an all electronic process. Vendors must have a valid e-mail address since all VIPR communications are conducted via e-mail. The Forest Service will hold four (4) public meetings to discuss current agreements that were awarded in 2010 and 2011, and upcoming 2012 agreements. The date, time, and location of the public meetings will be posted to the following website: http://www.fs.fed.us/r6/ppm/fire-procurement.shtml#vendor IMPORTANT INFORMATION TO KNOW: 1) Responses to the solicitation must be submitted through the VIPR Program by utilizing the Pilot Vendor Application located at the following website: http://www.fs.fed.us/business/incident/pilotvendorapp.php. 2) Obtain a USDA Level 2 eAuthentication account that provides the ability to conduct official electronic business transactions. Information of obtaining a Level 2 eAuthentication account is available on the web at http://www.fs.fed.us/business/incident/eauth.php. Only individuals from your company who are authorized to make an offer to the Government and plan to sign the preseason incident agreement(s) must obtain a Level 2 eAuthentication account. 3) Vendors must have a valid D-U-N-S number from Dun and Bradstreet on the web at http://www.dnb.com/us/duns_update/ You must have this prior to registering in CCR. 4) Vendors must be registered in the Central Contractor Registry (CCR) and the Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov
