Description
The Department of Veterans Affairs (VA), Office of Research and Development intends to solicit a commercial unrestrictive open market requirement for its Human Research Protection Programs (HRPPs) for the purpose of accrediting those HRPPs when they meet established criteria for accreditation. All VA facilities with Federalwide Assurances (FWAs) to perform human research must achieve full accreditation of their HRPPs by an external accrediting entity in accordance with Veterans Health Administration (VHA) Handbook 1200.05. Once a VA facility's HRPP becomes accredited, it must achieve reaccreditation every five years. Performance of services in this contract will be essential to complying with VA policy (VHA Handbook 1200.05). The Contractor shall establish standards for HRPP performance, and policies and procedures for the accreditation process. The accreditation process shall be the mechanism for evaluating the performance of each HRPP in relation to the standards. This process includes provisions for acknowledging receipt and review of materials submitted by the VA facility throughout all stages of the accreditation process. The accrediting body shall ascertain whether VA HRPPs comply with applicable existing VA and other federal requirements. Upon completion of a site visit, the Contractor shall provide a comprehensive written report that outlines the strengths and weaknesses of each HRPP. When the HRPP has met the Contractor's requirements to become accredited, the Contractor certifies that the HRPP meets accreditation standards. After initial accreditation, the reaccreditation process shall be performed for each VA facility at least once every five years. The Contractor shall furnish all personnel, materials, and supplies necessary for the full participation of all VA facilities with HRPPs (and the VA facilities with FWAs they encompass) in the accreditation process. The skill set required of the contract personnel includes expertise in accreditation/certification of organizations, human research, human research protection, and quality assurance (QA)/quality improvement (QI). The requirement may include a base year and four one-year option periods for a total of five years. More detailed information will be found in the solicitation document to include a detailed statement of work, price schedule, and other supporting documentation. The anticipated release date of the solicitation is December 15, 2011 with a response deadline of January 15, 2012.
