- The Bemidji Area Indian Health Service White Earth Health Center intends to contract using other than full and open competition for the following services: Medical Laboratory Proficiency Testing Period of Performance: 01/01/2012 - 12/31/2012 Amount: $4,550.00 Vendor: American Proficiency Institute, Inc. 1159 Business Park Dr. Traverse City, MI 49686-8670 DUNS: 622673804 The purpose of this procurement is to fulfill the requirements of CLIA which requires every laboratory to subscribe to a proficiency testing program. It is in the best interest of the Government to obtain proficiency testing service from API, Inc. as the only responsible vendor. Award to any other source would create substantial duplication of cost to the Government that is not expected to be recovered through competition. Prospective vendors may submit a notice of interest and capabilities in response to this notice. This notice of intent is not a request for competitive proposals. All responsible sources may submit a proposal which shall be considered by the Government. Information received shall be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Determination by the Government not to compete the proposed contract action upon receipt of any responses shall be within the sole discretion of the Government.
