Description
The Department of Veterans Affairs (VA) currently occupies 34,335 net usable square feet of clinical space and 145 parking spaces under lease in the Township of Brick, New Jersey, and has a requirement for a short term lease of this same size in the following delineated area. The offered building must be located within a 5 mile radius from the following address: 970 Route 70, Township of Brick, New Jersey 08724 The VA seeks to lease approximately 38,000 rentable square feet of clinical space located on one or two floors; if the space is located on two floors, those floors must be contiguous and the building must have a minimum of (2) elevators that must accommodate a stretcher. The rentable square footage should yield 34,335 net usable square feet of space. The lease term requirement is for four years firm with four six-month options. The space must be available for occupancy by March 27, 2012. All utilities will be paid directly by VA (electricity, gas, water, and sewage). Building equipment and maintenance requirements shall be included in the rental rate. VA will be responsible for the maintenance of medical tenant improvements and interior cleaning. VA will consider alternative space if economically advantageous. In making the determination for lease award during the solicitation phase of this procurement the VA will consider, among other things, the costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and IT/telecommunications infrastructure. Expressions of interest must be submitted in writing and should include: 1)Building name, address and age 2)Total square footage available (ANSI/BOMA) office rentable and usable, and its location within the building 3)Evidence that the governing jurisdiction allows for the operation of an outpatient clinic at the offered location 4)Current state of the facility, such as occupied or vacant and details regarding circumstances 5)Date of space availability to commence tenant improvements 6)Rental rate per ANSI/BOMA office rentable square foot (indicate core factor) 7)CAD "as built" floor plans identifying the space offered 8)Parking ratios 9)Loading dock specifications 10)Access and proximity to property from public and major transportation routes 11)Site aerials, photographs of building exterior and interior and location map 12)Describe any future development affecting the property including neighboring projects and road/public utility line construction 13)Evidence that property offered is outside the 100 year flood zone 14)Information on building ownership and evidence that offeror currently owns and controls the property 15)Environmental issues known to exist on the site and any remediation efforts to taken or to-bhe-taken. Note: The VA will pay no more than the appraised fair market rental value for space. Usable square footage should be determined as follows: If the space is on a single tenancy floor, compute the inside gross area by measuring between the inside finish of the permanent exterior building walls or from the face of the convectors (pipes or other wall-hung fixtures) if the convector occupies at lease 50-percent of the length of exterior walls. If the space is on a multiple tenancy floor, measure from the exterior building walls as above and to the room side finish of the fixed corridor and shaft walls and/or the center of tenant-separating partitions. In all measurements, make no deductions for columns and projections enclosing the structural elements of the building and deduct the following from the gross area including their enclosing walls: 1)public toilets and lounges, 2)stairwells, 3)elevators and escalator shafts, 4)building equipment and service areas, 5)entrance and elevator lobbies, stacks and shafts, and 6)corridors in place or required by local codes and ordinances; use 5.5% of inside gross area for corridors.
