Description
Draft Manufactured Housing Master Subservicer Statement of Work (SOW) Preamble Manufacture Housing Master Subservicer. ATTENTION ALL INTERESTED PARTIES/OFFERORS: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The U.S. Department of Housing and Urban Development (HUD) is soliciting comments, suggestions and industry feedback regarding Ginnie Mae's Manufactured Housing Master Subservicer requirement. HUD intends to satisfy its requirements through the use of a SOW. In addition to the attached Draft Statement of Work (SOW), links are provided to access the Single Family Issuer Requirements and Mortgaged-Backed Securities Guide 5500.3. It is anticipated that this requirement will result in a competitive procurement under the 8(A) program. Therefore, in order to compete for the Ginnie Mae Manufactured Housing Master Subservicer (MH MSS) contract, the Contractor must be an approved Ginnie Mae Single Family Issuer. The Issuer must be an approved FHA Title I mortgagee in good standing. The requirements to become a Ginnie Mae Single Family Issuer are stated in the Ginnie Mae MBS Guide. Additionally, the Contractor must have experience in servicing FHA Title I home loans where the application dates occur on or after June 1, 2009. The resultant solicitation that HUD anticipates releasing this fiscal year will require that offerors that are awarded Ginnie Mae's Master Subservicer contract must have the ability to service one or more manufactured housing defaulted MBS portfolios. This portfolio will consist of loans pooled during and after October 1, 2010. The collateral tied to this program would consist of only FHA Title I home loans where the application dates occur on or after June 1, 2009. The Contractors(s)' servicing would encompass but are not limited to the ability to service retail installment contracts (RICs)/loans in various stages of default in the FHA program. The Contractor must understand the specific program requirements outlined in the Ginnie Mae's Mortgage-Backed Securities Guide 5500.3 (Ginnie Mae Guide) and be able to fulfill the monthly reporting requirements and continue to comply with all requirements referred to Issuer eligibility. HUD welcomes all questions, concerns, clarifications and any other input that would assist in developing this requirement. Industry input is sought in order to make the SOW as complete, accurate, understandable and achievable as possible.
