- The Defense Threat Reduction Agency (DTRA) is releasing a pre-solicitation notice for the Operation TOMODACHI Personnel Radiation Dose Assessment Peer-Review. DTRA plans to release a Request for Proposal (RFP) not earlier than 15 days from the posting of this notice. This acquisition will be a full and open, Lowest-Priced, Technically Acceptable (LPTA) competition conducted in accordance with Federal Acquisition Regulation Part 15. The objective of this requirement is to acquire peer-review support from a Congressionally chartered, nationally recognized scientific organization for the Department of Defense's personnel radiation dose assessment of Operation TOMODACHI. A team of scientists is developing the assessment for the DoD population of interest in Japan following the radiological release from the Fukushima Daiichi Nuclear Power Station in 2011. An in-depth peer-review of DoD's dose assessment process is required. DISCLAIMER: This pre-solicitation notice is not to be construed as a formal solicitation.
