Description
The NAICS for this procurement is 541330, Size Standard of $27,000,000 for Engineering Services. This is a Notice of Intent to solicit and award a Sole Source Procurement (Bridge Contract) to The Analytical Sciences Corporation (TASC). The Naval Surface Warfare Center, Port Hueneme Division, Port Hueneme, California intends to procure Naval Surveillance Radar Acquisition, Engineering and Logistics support services for the Ship Defense Expeditionary Warfare Department, Virginia Beach Detachment, Virginia. NSWC PHD is a field activity of Naval Sea Systems Command (NAVSEA) and is the designated In-Service Engineering Agent (ISEA) for Naval Surveillance Radars, which consists of the following systems: AN/SPS-48 AN/SPS-67 AN/SPS-52 AN/SPS-73 AN/SPS-49 AN/SPS-55 AN/BPS-15 Bridgemaster AN/SYS-2 AN/BPS-16 LCS EDAP AN/SPS-40 AN/SPS-64 AN/SPY-3 MFR/VSR Dual Band TRS-3D Sea Giraffe AN/SPS-74 CDSA The contract Period of Performance is from February 2012 through August 2012. Currently TASC is performing these services under Seaport-E Contract N00178-10-D-6332 Task Order L605. As a result of unexpected Government surge requirements, it is anticipated that the Seaport-e Task Order ceiling will be fully expended by February 2012. In order to provide continuity of services for Radar support, a bridge contract will be solicited and awarded to TASC on a sole source basis. Award of the bridge contract will provide for continuity of Radar support services and reasonable time to process award of a follow-on, competitive, unrestricted contract in Seaport-E in July 2012. NECO Note 22 applies: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
