Description
Notice of Intent to Sole Source: THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to extend the period of performance on contract W911SG-11-P-0340 under the authority of FAR 52.217-8 Option to Extend Services. The Mission Installation Contracting Command at Fort Bliss hereby gives notice of its intention to exercise FAR 52.217-8 Option to Extend Services for aeromedevac services to Enchantment Aviation, 670 Wingspan Dr., Las Cruces, NM 88007. The services shall include providing two (2) dedicated aero medical ambulance aircraft dedicated for US Army emergency medical transport use 24 hours a day, seven (7) days a week. Contractors and aircraft must be Commercial Aircraft Review Board (CARB) certified and as a minimum, the crew shall consist of a pilot, paramedic, and a Flight Nurse. The provider must also meet all regulatory requirements of the Texas Department of State Health Services and the Texas Administrative Code 157.12, Rotor-wing Air Ambulance Operations. The extension will be for a performance period of 1 month, beginning 1 January 2012. The incumbent contractor is Enchantment Aviation, and due to the critical nature of the requirement, it has been determined that an extension is necessary while a competitive action is in the works. This announcement constitutes the only notice. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered. A contract will not be awarded on the basis of offers received in response to this notice. A determination by the Government not to compete the proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
