Description
The United States Environmental Protection Agency (USEPA), Office of Acquisition Management (OAM), SF/RCRA Regional Procurement Operations Division (SRRPOD), will issue a solicitation for Brownfields program support for the EPA?s Office of Solid Waste an Emergency Response (OSWER), Office of Brownfields and Land Revitalization (OBLR). The EPA Brownfields program is authorized under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) (42 U.S.C. ?9601 et seq.) as amended by the Small Business Liability Relief and Brownfields Revitalization Act signed on January 11, 2002, (Pub. L. 107-118). The Brownfields Initiative is designed to empower States, cities, Tribes, communities, and other stakeholders in economic redevelopment and to work together in a timely manner to prevent, assess, safely clean up, and sustainably reuse Brownfields. A Brownfield is a property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. The EPA Brownfields and Land Revitalization Program provide financial and technical assistance for Brownfields activities through an approach based on four main goals: (1) Protecting the Environment, (2) Promoting Partnerships, (3) Strengthening the Marketplace, and (4) Sustaining Reuse. Contractors receiving this award shall furnish the necessary personnel, supplies, equipment, services and facilities to perform the Statement of Work (SOW). The SOW consists of ten (10) general tasks that will be required to provide program support to the OBLR. These tasks are: (1) technical research and analytical support, (2) program evaluation support, (3) communications and outreach, (4) data analysis, survey, distribution, (5) guidance support, (6) training support, (7) program planning, (8) legislative and regulatory analysis and development, (9) meeting, workshops and conference support, and (10) program implementation support. Solicitation No. SOL-HQ-12-00001 for Brownfield Analytical and Technical Support Services will be a 100% small business set aside and will be solicited, evaluated, and awarded in accordance with the procedures under Federal Acquisition Regulations (FAR) Part 15-Contracting by Negotiation. The EPA anticipates award of a fixed rate indefinite delivery/indefinite quantity contract from this solicitation. The contract's period of performance shall be for a one-year base period with four one-year option periods for a total contract performance period of five (5) years. This is a 100% small business set aside under North American Industry Classification system (NAICS) code 541620 for Environmental Consulting Services with the applicable size standard of $7 million.It is estimated that the solicitation will be available on or about January 18, 2012 with a due date of 30 days after release of the solicitation. The purpose of the FedBizOpps announcement is to notify potential offerors of this requirement. To streamline the procurement process, and to utilize the internet and electronic communications to the maximum extent possible, the RFP, any amendments, and other related items for this procurement will be posted at the EPA website herein. Interested offerors are required to download the RFP and all related documents from the website listed herein. It is the responsibility of potential offerors to monitor the EPA website for updates. No printed copies of the RFP and associated documents will be available. Offerors must download these documents from the EPA website provided. Note: Offerors must only submit written electronic (email) questions during the proposal preparation period. It is requested that all questions be received ten (10) days after release of the solicitation to allow EPA adequate time to prepare and post responses to all Offerors questions at the EPA website provided above prior to the date and time set for receipt of proposals. EPA will only respond to written electronic (email) questions regarding the solicitation. Although it is not EPA's responsibility to seek clarification on ambiguous questions submitted and are not obligated to clarify such types of questions with the submitter, EPA will make reasonable attempts to clarify if time permits.
