Description
Notional BOM_Contractor Pricing Excel Spreadsheet Synopsis: This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified Vendors and (2) secure market research pricing data for the attached Notional Bill of Materials (BOM). Your response will assist the Government in determining the appropriate acquisition method. If your company possesses the capability to procure the equipment identified in this Notice submit a pricing statement for consideration. Interested parties are expected to review this Notice to familiarize themselves with the requirements of this project. A determination by the Government not to make a competitive award based upon the responses to this Notice is solely within the discretion of the Government. Background: DTRA will modernize and replace the network infrastructure at the DTRC data center as well as upgrade the Storage Area Networks. This action provides the means for purchasing production equipment, software, licensing and warranty support in a logical sequenced approach for modernizing existing Agency IT services as well as providing new services in support of DTRA missions and business functions. Each hardware purchase will provide a set of discrete, independent IT capabilities for the Agency. The following provides details into specific capabilities that will be provided by the initial hardware purchase as well as the optional hardware purchases: 1) See the attached Notional BOM (Contractor Pricing Excel Spreadsheet). Purpose and Objectives: The objective of this project is to procure production equipment, software, licensing and warranty support. Unless directed otherwise by the Government, the warranty and licensing period for all hardware and software shall be for 3 years. Project Requirements: Procurement of BOM Upon direction from the Government, the contractor shall procure items to satisfy this requirement. It is anticipated that the Notional Bill of Materials (BOM) will be the basis of purchase. However, final direction regarding the notional BOM from the COR will be provided after the requirement and design analysis, review and approval. Capabilities: Interested parties should submit a brief (1 to 2 pages) tailored Capability Statement that demonstrates a clear understanding of the Project Requirements section of this notice. Responses: Offerors possessing the requested capabilities to perform the Tasks stated are invited to provide information to contribute to this market survey/sources sought. Interested offerors should address within their electronic responses the following: 1. Company name, address, point of contact, telephone number, email address, and DUNS. Provide business size and status such as Small Business, Disadvantaged, 8(a), HUB Zone, Woman Owned, Minority Owned, Service Disabled Veteran Owned, or Other Than Small Business. Provide contract vehicles you participate in such as GSA, NASA SEWP, NITAAC, DoD ESI, or any other vehicle that DTRA is authorized to use. 2. Ideas/recommendations for an acquisition strategy to satisfy the stated requirements (e. g. 8(a) set aside, GSA Schedule Award, Full and Open Competition). Responses shall not exceed two (2) single sided pages (excluding the Contractor Pricing Excel Spreadsheet) including attachments, charts, etc. (single spaced, 12 point font minimum) that clearly details the firm's ability to perform the aspects of this notice. Respondents shall use the supplied Notional BOM Excel sheet (Contract Pricing Excel Spreadsheet) and shall not materially alter the Excel sheet. All qualifying items must be labeled in accordance with DFARS Clause 252.211-7003 Item Identification and Valuation. Responses that fail to include labeling for items with values in excess of $5,000.00 will be deemed non responsive. Please refer to the Department of Defense Instruction Number 8320.04 Dated June 16, 2008, Subject "Item Unique Identification (IUID) Standards for Tangible Personal Property" located at http://www.acq.osd.mil/dpap/pdi/uid/directives.html for additional guidance. Please submit responses to this Sources Sought Notice electronically (via e-mail) to Marie Sepe, Contract Specialist, at marie.sepe@dtra.mil and to Roger Mark White, Contract Specialist, at roger.white@dtra.mil in MS Word, with the Notional BOM in MS Excel, no later than 4:00PM EST (Eastern Standard Time) on January 6, 2012. The e-mail subject line must specify DTRA DEC Hardware Software Procurement. Facsimile responses will not be accepted. All submissions are due no later than 4:00PM EST (Eastern Standard Time) on January 6, 2012. SUBMISSIONS RECEIVED AFTER THIS DATE AND TIME WILL NOT BE CONSIDERED. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. CONFIDENTIALITY: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
