- This announcement is for the purpose of soliciting prime construction firms for the design and construction completion for FY12 CENTCOM J4-E (CCJ4-E) Exercise Related Construction (ERC) program for Navy Central Command (NAVCENT). The Primary Facility is a Multi-Purpose Exercise Facility for primary use as open bay billeting in support of annual Chairmen of the Joint Chiefs of Staff (CJCS) exercises. A firm fixed price construction contract will be awarded to a prime construction contractor. This will be a Design-Build solicitation. The magnitude of the project is between $1,000,000 and $5,000,000. Performance and Payment Bonds will not be required and thus the requirement will be waived. Proposal Period: The solicitation will be released on or around 22 December 2011. The proposals will be due 30 days after the issuance of the solicitation. Project Scope: The intent of this solicitation is for a contractor to provide services to include the construction completion of the Multi-Purpose Exercise Facility at Al Humaymah, Jordan. This project includes the construction of one Pre-Engineered multi-purpose facility. The project shall include associated site preparation, air conditioning and electrical to accommodate 200 personnel as open bay billeting. The Joint Training Center (JTC) at Al Humaymah, Jordan hosts numerous CJCS exercises annually. Additional billeting is required to accommodate the over 400 personnel that participate in the exercises. This facility will significantly improve the quality of life of exercise personnel by providing adequate air conditioned spaces for billeting and other exercise use. Site Visit: A site visit will be coordinated for the contractor to prepare an accurate and complete proposal for the Work. Specifications and attachments to this document for a more detailed description of the work requirements will be provided with the RFP. Location: The site is located at Al Humaymah, Jordan Method of Source Selection: Method of selection: The Best Value Tradeoff method will be used to select an offeror that is to be awarded the contract. The evaluation factors will be as follows: Factor 1: Technical a.Prior Experience b.Management and Technical Capability c.Understanding of Project Requirements Factor 2: Past Performance Offerors must be registered in the Central Contractor Registry (CCR) to be eligible for award. An award shall not be granted to an offeror who has failed to register in the CCR. Plans and Specifications: This is an electronically issued solicitation. The Government will post the RFP to a password protected file transfer protocol (FTP) site. Proposals will be received in hard/paper copies only. Electronic and fax proposals WILL NOT be accepted.
