- Under the Authority of Federal Acquisitions Regulation, Part 6, Subparts 6.301 and 6.302, The U.S. Census Bureau intends to contract with VH Measures, LLC, on a sole source basis to provide expert advice and assistance required by the Acquisition Division for cost analysis, earned value management, deobligation of funds, FOIA requests, various audits, and the internal controls. Tasks to include are as follows: 1. Funds tracking for the Acquisition Division's Interagency Agreements to include being responsible for developing and maintaining spreadsheets that track the funding of obligations and conduct accurate expenditures for audits and other services performed by other agencies under the Division's agreements with those agencies. 2. Perform internal audits as required. Maintain professional knowledge of auditing standards and generally accepted accounting principles to provide analysis and advice on cost/pricing matters to program officials, managers, Contracting Officer's (CO's) and contract specialists. Conduct special analytical studies to include the Annual Acquisition Workforce Survey in July, Human Capital Reporting on Acquisition Workforce data, and compile and summarize financial data to support decision-making. 3. Serve as the division's Freedom of Information Act (FOIA) liaison. Coordinate and manage FOIA requests between the Policy Office and division personnel. 4. Earned Value Management Subject Matter Expert. Certificated in Earned Value Management and is knowledgeable in Earned Value Management (EVM) methodology, EVM usage, and EVM metrics. Serve as the division's subject matter expert and work with the CO's, COTR's, and Contract Specialists to provide EVM knowledge; will perform EVM analysis, training and variance analysis reporting as needed; and will advise and train customers annually during the Acquisition Mentorship Program, and contract professionals as required. The U.S. Census Bureau believes that VH Measures, LLC's institutional knowledge, experience with the U.S. Census Bureau, and skill set make them uniquely qualified to complete the services needed. The amount of time and funds required to train, educate and provide a comparable skill set would cause an unacceptable delay in the Bureau's ability to fulfill its mission. Not acquiring the services of VH Measures, LLC would jeopardize the quality and timeliness of the Census Bureau's ability to complete the services. The period of performance for this award will be from date of award for the period of one year. Any response to this notice must show clear and convincing evidence that competition would be advantageout to the Government. In doing so, interested parties must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the Census Bureau's needs. This notice is not to be considered a request for quotations or proposals. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received by the closing date of this notice, a contract may be issued to VH Measures, LLC, without further notice.
