Description
Request for Information (RFI) Survey to Benchmarking Vendors Benchmarking Capabilities for Federal Government Financial Management Through the Treasury Department's Office of Financial Innovation and Transformation (FIT), the Federal government will assist Federal shared service providers by identifying agencies that would benefit from transferring their financial management functions to shared service capabilities. An initial focus of this initiative will be the activities associated with benchmarking the current financial management capabilities of the various shared service providers. These activities include, but are not limited to, the efficiency and effectiveness of the transactions managed in accounts payable, accounts receivable, general ledger, budget execution, funds management, cost accounting, fixed asset accounting, internal audit activities and financial statement audit activities. The effort would compare the financial management operations of the major shared service providers. No such data currently exists for the shared service providers to compare their performance against one another or other Federal agencies. Additionally, while the high-level data is standard across the providers (for OMB reporting), the more granular data required to benchmark at a transaction level is not currently standardized to make a comparison between the providers meaningful. For example, the definition of "audit costs" is not agreed upon and different providers could use very different factors to determine this cost. The purpose of this Request for Information (RFI) is to acquire market information about a commercial benchmarking tool the Federal government could potentially use to compare its shared service providers' financial management performance and capabilities with other providers as well as other Federal agencies. This RFI is issued solely for information and planning purposes and does not constitute a solicitation for goods and services. Please note that no solicitation document is available at this time. Responses should include past experience with Federal government financial management performance (including contract numbers, size of effort, length of contract, etc), pricing structures, benchmarking methodology (e.g., data focus vs. anecdotal approach), mechanisms for gathering data, how the data is shared or owned after benchmarking completion, and proposed administration strategy. Responses should also include how a solution would measure financial management performance to establish a baseline applicable governmentwide and how the solution would define and break down metrics. Furthermore, responses should address the following questions: • How would you make your benchmarking solution relatable governmentwide? Specifically, how do you propose standardizing the data so that other agencies can compare their operations in a meaningful way? • Is your benchmarking tool specific to Federal financial management operations? • Does your tool incorporate the Financial Management Line of Business effort to standardize business processes across financial management? • To what level does your tool measure performance (e.g., bureau or department)? • Are there any proprietary constraints on using your benchmarking methodology and templates once the initial benchmarking is completed? • To what level is your tool customizable off the shelf? • Is the tool available on a Federal schedule? If yes, which schedule(s)? • Identify your business size classification (i.e., small, HUBZone, SDVOSB, 8(a), Woman-owned). • Who is a point of contact at your organization (i.e., name, phone, email address) that we can contact for further information? The information gathered in response to this RFI will be provided to a third party Contractor unless the individual or company providing the response requests that it not be shared. The Government will require that any third party Contractor employees, preparing or reviewing the business case analysis, sign non-disclosure statements before receiving the information. In the event that the government decides to proceed with the acquisition of a tool, this RFI will not serve as a basis for an award decision and an official solicitation document will be developed.
