- NLSC RFP The Defense Human Resources Activity (DHRA) intents to award on a competitive basis, a contract to provide support services to administer critical functions of the National Language Service Corps (NLSC) program for the National Security Education Program (NSEP). A detailed description of the requirement, the CLINs, proposal submission instructions, and all provisions, clauses, and addenda that apply to this acquisition can be found in the attached solicitation. The solicitation number is H98210-12-R-0002 and issued as a Request for Proposal (RFP). This solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circulars 2005-54, effective 02 Dec 2011, and DPN 20111207, effective 07 Dec 2011. This requirement is being advertised on an unrestricted basis; there is no set-aside. The NAICS code is 541930 and the small business size standard is $7.0 million. Contract award type shall be a Firm-Fixed Price contract. The Period of Performance shall be from April 15, 2012 - January 14, 2013 with two twelve month Option Periods. FOB Destination. Offerors shall submit their proposals in accordance with the submission instructions contained in the solicitation by 2:00 PM (Eastern Time), Friday, January 6, 2012. Only proposals received within the response timeframe will be considered by the Government. Offerors are responsible for downloading the solicitation, all of its supporting documents, and any applicable amendments posted on Federal Business Opportunities (FedBizOpps) at http://www.fbo.gov. Amendments may be posted to FedBizOpps up until the response due date.
