Description
Background: The Consumer Financial Protection Bureau ("the Bureau") was established in 2010 when President Obama signed into law the Dodd-Frank Wall Street Reform and Consumer Protection Act ("the Act"). The Act accords the Bureau responsibility for implementing, interpreting, and assuring compliance with, various Federal consumer financial protection laws on the part of various depository and non-depository providers of consumer financial products and services ("providers"). Contemplated Need: CFPB is seeking out an enterprise cloud based customer relationship management or CRM solution, preferably "open source", that enables it to manage relationships with external stakeholders (community bank, credit unions, congress people, community groups, federal agencies, financial intuitions and people related to those entities). The following are key requirements that CFPB is looking to acquire (but not limited to); • Migrate current external affairs data (EXL format) into a cloud based CRM tool • Ability to determine metadata and fields necessary in external stakeholder profiles • Migrate other forms of data into the CRM tool • Access to a cloud based solution for which CFPB is not required to provide hardware (such as servers) in order to be operational • Ability to integrate with Outlook (Windows 7); access to toolbar within Outlook that can sync with CRM solution • Sync with Outlook calendaring • Create workflows that automate processes utilizing visual workflow process tools with the CRM solution  Basic "case" Tracking  Invitation Tracking and management (migrate process from Outlook to CRM solution) • for approvals within multiple CFPB program offices • for versioning of documents • assign owners and tasks • route and assign tasks to CFPB internal owners • Ability to generate profiles for external stakeholders; people and entities (community groups, etc.) that CFPB needs to track and communicate including but not limited to;  Key Stakeholder  Recruitment  Consumer Protection  Service member  Student  Older American  African American  Latino  Asian American  Native American  Women  LGBT  Faith-Based • The functionality CFPB will need to be able to:  1. sort this list by any column as described above, so end user can easily view a phone list, etc. for a targeted constituency  2. email directly to this list or sorted sections of this list, BCCing (blind carbon copying) all recipients  3. easily allow multiple users to add to this list as new contacts are located • Ability to capture, add/update, and view all CFPB external stakeholder transactions • Ability to create levels of user permissions across Exernal Affairs and the Bureau as a whole • Ability to manage and assign tasks, track status of external stakeholder requests • Ability to run reports based off of data and metrics inputted by CFPB into the CRM tool) • Access to data analytics tool within CRM solution • Real time personalized reports • Access to dashboards (BI) • Ability to attach various formatted documents, invitations, call logs, IM conversations, e-mails etc to the CRM tool • Ability to integrate with social media tools • Flexible licensed based cost structure with the ability to add as needed • Participate in online training as well as in person tool training to ensure a smooth change management mechanism • Product support (password resets, quick questions, bug and issues support) • Ability to pull data as needed to respond to FOIA requests • Ability to store and access correspondence templates; • Canned responses available within the tools that CFPB can use to respond to consumers and institutions (invitations to events etc.) • Correspondence Templates; For all outgoing correspondence with external stakeholders, including letters, faxes, e-mails CFPB will draft correspondence templates and business rules for the use of the templates. In the coming months, the Bureau contemplates the release of a solicitation requesting quotes or proposals addressing the need for the solution describe above. Accordingly, the Bureau is requesting information from industry in regards to existing solutions and capabilities which currently reside within the marketplace. Specifically, the information or capability statement provided should provide all the following: 1. Vendor's name, address, DUNS#, point of contact, phone number, and e-mail address; 2. Description of product and service which demonstrates an end to end solution to the solution needs as described above. Note that the solution must be cloud based. 3. Vendor's small business size status, including whether the vendor is a woman-owned, minority-owned, or SDVOSB. The written response to this notice shall be limited to three pages plus any relevant attachments. Interested vendors are asked to respond no later than 2 p.m. ET on 13 December 2011. Responses shall be sent via e-mail to L. Stanley at psb3@bpd.treas.gov. All information in response to this notice must be sent via e-mail in Adobe Acrobat (.pdf) or MSWord format. Note that this is not a request for proposal or quote and does not imply an obligation on the part of the Bureau to purchase services or to proceed to any request for proposals or quotes for such services. Any information provided to the Bureau in response to this Request will become the property of the Bureau and, in addition, may be subject disclosure under a FOIA request.
