Statement of Work for 13(f) Securities SECURITIES AND EXCHANGE COMMISSION DIVISION OF INVESTMENT MANAGEMENT (IM) Request for Information (RFI) 1. Request for Information: The purpose of this RFI is (1) to conduct market research and gather industry input which will be used to support the Securities and Exchange Commission's (SEC) Division of Investment Management (IM) in obtaining a better understanding of the sources that can provide efficient and cost-effective services to allow the SEC to make public quarterly a report consisting of a list of securities which complies with the requirements of Section 13(f) of the Securities Exchange Act of 1934 (the Exchange Act) and Rule 13f-1 thereunder that will be used by institutional investment managers in the preparation and filing of Form 13F with the SEC (such list, the 13F List), and (2) to identify sources that are capable of providing the services described in the attached Draft Statement of Work (SOW). Submission of any information in response to this request is strictly voluntary. The RFI is issued solely for information and planning purposes. This market survey does not constitute a Request for Proposal(s) (RFP) or an invitation/request for sealed bids (IFB), nor a promise to issue a Request for Proposal in the future. This RFI does not commit the Government to contract for any service. The SEC is conducting this sources sought market survey to 1) request information on capabilities of potential offerors to provide the services described in the Draft SOW, and 2) to request information from interested parties regarding their preferred contracting approach to provide the services described in the attached SOW. This effort is conducted by the SEC, Office of Acquisitions, on behalf of IM and seeks responses from all business concerns. Information received as a result of this notice will be considered by the Government and used for acquisition planning purposes only. The attached draft SOW establishes the requirements to provide services to the SEC necessary in order to compile a 13F List that complies with the requirements of Section 13(f) of the Exchange Act and Rule 13(f)-1 thereunder. 2. Information to be Submitted: If you are interested and/or can share current information about these services, please respond to the individual identified in this RFI with the following information: A. A statement of capabilities package. The package is not to be a proposal, but rather statements regarding the offeror having the required specialized capabilities/qualifications to support the work described in the Draft SOW. There is no required font size and/or type designated for this statement of capabilities package. Figures, exhibits, and diagrams should be readable. Capabilities packages may not exceed 10 pages (exclusive of the information requested in Items B and C below). B. A Contracting Approach Response. The Government is soliciting input from interested parties in regards to why a particular contract type might be more appropriate (benefits and risks), how that proposed contract type would affect costs, and how you would propose. C. Identification of no more than five relevant work assignments performed in the last five (5) years, including contract type, contract number, technical description, dollar amount, period of performance, and a customer reference name and telephone number. Relevant is defined as work similar in complexity and magnitude to the work described in the attached Draft SOW. 3. Contacts for Information Sought and Submission Requirements: Interested parties shall submit an electronic copy and 1 hard copy of the requested information sought. The electronic version shall be submitted no later than 2:00pm Eastern Time, January 10, 2012, to the Contract Specialist, Cheryl Greenfield, at greenfieldc@sec.gov, and the Contracting Officer, Angela Bruce Dunson at Dunsona@sec.gov. The e-mail must clearly be marked SECHQ1-12-RFI-0001 in the subject line. The hard copy shall be delivered to the following address: U.S. Securities and Exchange Commission Station Place (SP) - Office of Acquisitions Attn: Cheryl Greenfield, Contract Specialist Room 4122/Mail Stop 4010 100 F Street, NE Washington, DC 20549 Both the electronic and hard copy of the requested information are due no later than 2:00 pm Eastern Time on January 10, 2012. LATE SUBMISSIONS WILL NOT BE ACCEPTED. Questions regarding this Request for Information must be submitted in writing, sent via email to the attention of greenfieldc@sec.gov no later than 2:00 pm Eastern Time, on December 19, 2011. Questions received after that date/time may not be addressed. Verbal questions will not be accepted. This Synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in FedBizOpps. It is the potential offerors' responsibility to monitor the site for the release of any solicitation or synopsis.
