- This is a Sources Sought Notice. This is NOT a pre-solicitation notice pursuant to FAR Part 5. The Air Armament Center Operational Contracting Division is seeking to identify sources that can provide Medical Surgical Unit Nurses (MSU Nurse) for inpatients as needed by the Medical -Surgical Ward admitted to the Medical Treatment Facility (MTF) at Eglin Air Force Base, Florida. The MSU Nurses are required to perform a full range of medical surgery ward procedures through assessment planning, implementation and evaluation of patient care. The Sources Sought is to determine the capability of potential sources and the availability of commercial sources. This notice is for the information purposes only and does not constitute an Invitation for Bid or Request for Proposal, and is not to be construed as a commitment by the Government. The MSU Nurses will synthesize information and make appropriate clinical decision using a wide variety of data sources, specifically patient response, physician and nurse progress notes, interdisciplinary consultations, results of tests/procedures and applicable guidelines and standards. The MSU Nurses shall demonstrate knowledge of growth and development and pathophysiology of disease processes specific to the unit population to include all ages from newborns to geriatrics. They must have knowledge of pharmacological agents used in patient treatment, the desired effect, side effects, and complication of their use, as well as the accurate administration of the pharmacological agent included dosage calculations as required. The MSU Nurses shall have the ability to recognize adverse signs and symptoms and react quickly and appropriately in emergency situations. The MSU Nurse shall have knowledge of the administrative requirements for proper documentation of patient's condition, including nursing assessment/reassessment, planning, interventions, evaluations, outcomes, patient/family teaching and follow-up care. Have the ability and skill in set up and operation of intravenous infusion pumps and monitoring specialized equipment (i.e., infusion pumps, cardiac monitoring devices, EKG units, oxygen analyzers, nebulizers) and other unit specific equipment. Participates in the orientation, training and evaluation of duty performance of newly assigned personnel as appropriate and maintains accountability for making patient care assignment based on the scope of proactive and skill level of assigned personnel. The MSU Nurses shall maintain excellent patient assessment skills using the nurse process as a basis for professional practice. Provide proper preparation of patient treatment and procedures such as surgical intervention along with post-procedural evaluation. The MSU Nurses shall ensure a safe work environment, employee safe working habits and the patient safety in accordance with regulatory agencies, infection control policies and process improvement initiatives. Provide care within ethical and legal boundaries demonstrating patient confidentiality, empathy and professionalism. Minimum Requirements: • Be a graduate of an accredited National League of Nursing (NLN) school. • Develop lectures and lectures based on the above-mentioned learning objectives. • Have a current state Registered Nurse License. • Have and maintain current certification in Basic Life Support (BLS) and Pediatric Advanced Life Support (PALS) by the American Heart Association. • Must have certification in Neo-Natal Resuscitation Program (NRP) if working in the Newborn Nursery or Labor and Delivery. • Minimum of (2) years experience in an in-patient Medical Surgical Unit of 10 or more beds. The North American Industry Classification System (NAICS) code for this acquisition is 621399, with small business standard size of $7 million.
