- Description
- This contract action was accomplished using other than competitive procedures because the agency's need is for a brand name commercial item for authorized resale (FAR 6.302-5). A J&A is not required, per FAR 6.302-5. The USACE, New England District, is performing the function of Supervising Contractor (started January 2001) at MMR to support the Army/National Guard Bureau in its role as respondent to the EPA Administrative Orders issued under the Safe Drinking Water Act. The Groundwater Study Program requires contaminated soil and groundwater characterization, feasibility studies, remedial design and action, as well as operations and maintenance of required treatment facilities. Investigation, avoidance, evaluation, and removal of Unexploded Ordnance (UXO) are also involved.
