- Description
- The Business Regulation, Investment, and Trade Environment (BRITE) Program in Moldova The United States Government, represented by the U.S. Agency for International Development (USAID), Regional Mission for Ukraine, Belarus and Moldova, intends to award a contract for implementation of the Business Regulatory, Investment, and Trade Environment (BRITE) Program in Moldova. The purpose of BRITE is to institutionalize a process of continuous improvement in the business enabling environment while achieving specific and measurable reforms in those areas of greatest concern to the business community. BRITE is divided into three major components: tax administration and trade facilitation, high impact regulatory reforms, and strategic communications. As designed, the interventions build upon the momentum created by BIZTAR in the areas of tax and trade and create a process for the identification and selection of further reforms in a participatory manner with key stakeholders. The principal government counterparts in this endeavor will be the State Tax Service (STS), the Ministry of Finance (which oversees the Customs Service), and the Ministry of Economy. Additional partners will be key entities from the private sector, civil society, local government, and Parliament. Success will be measured by specific reforms in tax and trade, a strengthened process for identifying and addressing constraints in the business enabling environment, improved organizational capacity in the related ministries, and steady improvement in the World Bank Doing Business raw scores, over the life of the project.
