Description
This is a presolicitation notice to announce that the Department of Interior, National Park Service, Crater Lake National Park intends to issue a Request for Quotations (RFQ) P12PS10515 for FY12 Base Year and Four Option Years for Crater Lake National Park Solid Waste Removal, Crater Lake, Oregon. The contractor who is selected for this project will provide equipment and labor for the exchange of empty NPS- owned 20 CYcontainers for full containers at Crater Lake National Park, and transporting and dumping the containers at an approved Oregon Department of Environmental Quality (ODEQ) landfill as per the specifications. The contractor may be required to provide 30 CY open top containers for mixed construction debris on an as-needed basis. RFQ ISSUANCE DATE: The anticipated issuance date of the RFQ is on or about December 23, 2011 with an anticipated closing date of January 13, 2012. The North American Industry Classification System (NAICS) Code is 562111 (Size Standard: $12.5 million); The Government contemplates awarding a firm-fixed price contract resulting from the future solicitation. PERIOD OF PERFORMANCEThe period of performance will begin on approximately February 1, 2012 with the possibility of up to four (4) one-year options. The NPS has the right to not exercise options.Base Period - February 01, 2012 through September 30, 2012Option Year 1 - October 1, 2012 through September 30, 2013Option Year 2 - October 1, 2013 through September 30, 2014Option Year 3 - October 1, 2014 through September 30, 2015Option Year 4- October 1, 2015 through September 30, 2016 Note: There will NOT be a public bid opening for this requirement. The RFQ will be posted and available for download at the National Business Center (http://ideasec.nbc.gov) on or about December 23, 2011. In addition, general information and links to the solicitation will be provided at the Federal Business Opportunities website (www.fbo.gov). Award shall be made through the lowest price most advantageous to the government.Any amendments issued to the solicitation will also be available at the websites mentioned above. NO HARD COPY DOCUMENTS WILL BE ISSUED. CENTRAL CONTRACTOR REGISTRATION INFORMATION: To be eligible for a government contract, contractors must be registered in the Central Contractor Registration (CCR) government system prior to award. The link for the CCR is: https://www.bpn.gov/ccr/. We advise potential bidders to begin the registration process when they prepare their proposal to ensure the registration in the CCR database is complete and in-place should they be selected for award (see FAR Subpart 4.11). ONLINE REPRESENTATIONS &CERTIFICATIONS APPLICATION (ORCA): Prospective contractors shall complete the electronic annual representations and certifications at https://orca.bpn.gov in conjunction with required registration in the Central Contractor Registration database (see FAR Subpart 4.12) QUESTIONS: ALL QUESTIONS WILL BE PRESENTED TO THE CONTRACT SPECIALIST ON THIS PROJECT, NOT THE PARK.
