- NOTICE OF INTENT TO SOLE SOURCE - This procurement action is being conducted under FAR 6.302-1 with the authority of 10 U.S.C. 2304 (c) (1), as only one responsible source and no other supplies or services will satisfy the requirement; therefore proposals cannot be submitted directly on this notice. The U.S. Army Corps of Engineers, Transatlantic Division Middle East District, Contracting Office intends procure two Local National Subject Matter Expert Ministry Support Engineers for reconstruction support services located at various locations throughout Iraq under contract W912ER-12-D-0003 awarded to Versar, Inc, 6850 Versar Center, Ste 1, Springfield, VA 22151-4196. More specifically, those services include interaction with United States Government (USG) personnel, individual Iraqi citizens and personnel from all levels of government (to include U.S. Government and Iraqi Government) in a manner that demonstrates a professional demeanor. Contractor personnel shall maintain communication channels with Iraqi Ministers, Deputy Ministers, and Directors General in order to achieve successful turn-over of property, equipment, material, and information to the Government of Iraq (GoI). Contractor personnel shall seek stakeholder input for ministerial requirements. Contractor personnel shall establish communication with and engage central ministries to assist with USACE construction and non-construction projects. Contractor personnel shall translate and edit ministerial documents from English to Arabic and Arabic to English for senior staff and stakeholders and act as the point of contact for the USG in general ministerial matters. The current ordering period for the base contract is 06 December 2011 through 05 December 2012. The performance period for the additional support services is estimated to be for a period of six months, from 01 January 2012 through 01 July 2012. All services performed under this contract will continue to be performed in Iraq. This notice of intent is not a request for competitive quotes, however, all information received by 23 December 2011 will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. All interested firms must respond by 23 December 2011, 5:00 p.m. Eastern Time, by e-mail to Robin D. McDonald and Kathy J. Perry, whose e-mail addresses are robin.d.mcdonald@usace.army.mil and kathy.j.perry@usace.army.mil. The e-mail subject line shall state: W912ER-12-D-0003 Notice of Intent to Sole Source. The following information shall be included in the response: 1) capabilities statement; 2) documentation that shows the firm's ability to provide the required services in Iraq, to include certification or evidence of your company's authorization to operate and deliver the required services in Iraq under all laws, edicts, and regulations in effect for that country as of the date of your response. The U.S. Army Corps of Engineers, Middle East District, will not reimburse for any costs connected with providing the information requested in this Notice of Intent to Sole Source.
