This non-competitive action is being issued by the Acquisition Services Directorate under the authority of the Department of the Interior Franchise Fund on the behalf of the United Stated Department of Agriculture (USDA), Foreign Agricultural Services (FAS). Description of Requirement: Euromonitor Passport is an online information system that has been customized for FAS staff, co-operators, and posts to create a one-stop-shop for assessing and developing US agricultural export opportunities. Euromonitor is an excellent online source of data, market trends and analysis of agricultural produce, food and beverage products. This information is used by FAS and cooperators to assess and develop U.S. agricultural export opportunities. Information includes key market and consumer trends, historic and forecast consumption, distribution channel analysis, brand/company share information (supporting competitive analysis and identification of potential buyers), pricing, and packaging insights to understand in-market consumption, forecasts and shifting market dynamics affecting demand for US exports. Euromonitor provides the micro economic detail needed to develop UES submissions used to award Market Access Program (MAP) funds to cooperators for marketing in 205 countries, as well as demographic and marketing statistics. Industries: Seven database modules reside in Passport and contain detailed reports and data covering Packaged Food, Alcoholic Drinks, Soft Drinks, Consumer Foodservice, Fresh Foods, Health & Wellness (organic, diet, etc.), Pet Food & Pet Care Products, and Retailing for markets around the globe. Euromonitor provides access to 4,055 country sector reports (such as, "Pet Care Products - China," "Confectionery - Brazil", etc.). Information includes key market and consumer trends, historic and forecast consumption, distribution channel analysis, brand/company share information (supporting competitive analysis and identification of potential buyers), pricing, and packaging insights to understand in-market consumption, forecasts and shifting market dynamics affecting demand for US exports. Countries: Passport also contains more than one million economic data points (GDP, disposable income, FDI, inflation, etc.) spanning 205 countries, as well as demographic and marketing statistics, agriculture production and farming data, 200+ country report profiles (political risk, economic outlook and forecast information, prospects for economic growth, business environment analysis, etc.), and reports assessing late-breaking economic and market conditions impacting business that can support or hinder US exports and export opportunities. Consumers: The subscription also includes access to 100+ page Consumer Lifestyle Reports for 74 countries and detailed datasets for 205 countries covering population, household structures, income and expenditure patterns, labor, health and health/wellness trends, smoking/eating/drinking preferences, education, transportation, leisure and recreation habits, and other factors to understand specific consumer groups in each country and what US products they want and can afford. Companies: Passport provides 3,309 company profiles, documenting contact information, market strategies, marketing activities and lists leading retailers that represent potential oversees export partners, distributors, buyers, and competitors in the marketplace. This action is being processed in accordance with FAR 6.302-1, only one responsible source, and solicited in accordance with FAR 13.5, Test Program for Certain Commercial Items. Euromonitor currently provides these types of subscriptions. No other organization is known to provide these types of subscriptions. However, interested parties may identify their interest and capabilities regarding this requirement by submitting a capabilities statement by the date specified herein. The period of performance for this effort will be one year. The Government will consider all capabilities statements received by 12pm EST, Monday, December 19, 2011. Please be advised that it is the offeror's responsibility to assure the Government receives your submission on or before the specified due date. Submissions shall be sent electronically to Michael McGuire, Contracting Officer at mike.mcguire@aqd.nbc.gov. This is NOT a request for competitive proposals. A determination by the Government not to compete this proposed action based upon responses to this announcement is solely within the discretion of the Government. Information received is solely for the purpose of determining whether to conduct a competitive acquisition. The Government reserves the right to issue a Request for Quote (RFQ) as a result of this announcement. Please be advised that this announcement may constitute the only notice that will be posted for this acquisition, based on the review of any responses to this notice.
