- Principal components of the work to be performed include installing a pond liner system, with the following steps and/or layers: 1. Pond liner removal; 2. Control of water in the excavation; 3. Diversion and care of water during construction; 4. Geosynthetic clay liner; 5. Primary and secondary geomembrane liner; 6. Geonet; 7. Leak detection system; 8. Geotextile; 9. Geocell; and 10. Gravel. The work is located on the north side of Leadville, Colorado in Lake County.Award will be made to the offeror submitting a proposal which conforms to the solicitation and is most advantageous to the Government considering the non-cost and cost factors being evaluated. The technical factors and subfactors to be evaluated are as follows: (1) Technical Plan for Design and Construction, (2) Company Experience, (3) Key Personnel and (4) Past Performance. The solicitation will be issued on or around December 23, 2011. The Price and Technical Proposals will be due approximately 30 calendar days from the date the solicitation has been issued. All responsible sources may submit a proposal which shall be considered by the Bureau of Reclamation. The estimated price range of this acquisition is $500,000 to $1,000,000. The North American Industrial Classification Code is 237990. The small business size standard is $33.5 Million.
