- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in the notice and following the Simplified Acquisition Procedures in FAR Part 13.5. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-54. The US Department of Interior, through its Franchise Fund activity, Acquisition Services Directorate (AQD), is issuing this solicitation, Number D12PS50850 as a Request for Quote (RFQ) on behalf of the National Institutes of Health (NIH), Office of Research Services (ORS), Division of the Fire Marshal (DFM). The resultant contract will procure services to provide the DFM contractual support in providing fire prevention services in the form of fire protection surveys of existing facilities, fire prevention hazard analyses, and Joint Commission on the Accreditation of Health Care Organizations (JCAHO) required fire safety training for the NIH Clinical Center (CC) The resultant award will be Labor-Hour type contract. The Service Contract Act applies to this acquisition. THIS IS A 100% SMALL BUSINESS SET-ASIDE. NAICS Code 561990 entitled, "All Other Support Services," with a $7 million size standard threshold applies to this acquisition. Product Service Code R425 entitled, "Support-Professional Engineering/Technical" Offerors must submit all technical questions concerning this solicitation in writing by e-mail to the Contracting Officer, Roger.Henriquez@aqd.nbc.gov and Contract Specialist Joshua.Watkins@aqd.nbc.gov. All questions must be received no later than 12:00 PM Eastern Time (ET) on December 23, 2011. Acquisition Services Directorate will answer questions, which may affect offers, in an amendment to the solicitation. Please be advised that the Government reserves the right to transmit those questions and answers of a common interest to all prospective offerors.
