- This is a combined Synopsis / Solicitation for a Brand Name Commercial Items prepared in accordance with Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items, 13 Simplified Acquisition Procedures and 6 Competition Requirements supplemented with additional information included in this notice. This Announcement constitutes the only Solicitation. Quotes are being requested. A written solicitation will not be issued. NACIS Code 332618 - Small Business Size Standard is 500 Employees. Under FAR Part 12 this requirements is 100% Set-Aside for Small Business concerns. Vendors must be registered in Central Contractor Registration (CCR) before an award can be made. If a company is not registered in CCR, they may do so by going to the CCR web site at www.ccr.gov. Requirement: The National Park Service (NPS) intends to award a "Brand Name" action to an authorized Small Business Distributor of Wirerope Works, Inc. for the following items: Item 1: Nine (9) Reels - 790 feet each Total Cost:___________________Wirerope Works, Inc. P/N 123000 - 5/8 inch diameter 8 x 25 wire traction lay formset vegetable fiber core, continously prestreched to 50% of rated catalog breaking strength. Each Reel shall be color coded as follow: Red, White, Green, Blue, Yellow, Orange, Pink, Purple, & Brown Each Reel shall be stenciled in 1 inch high letters with the word "HOIST" Item 2: Two (2) Reels - 1,200 feet each Total Cost:_________________Wirerope Works, Inc. P/N 113500 - inch diameter 8 x 25 wire traction regular lay formset polypropylene core, continuously prestreched 50% of rated catalog breaking strength. Each Reel shall be color coded as follows: Red and White. Each Reel shall be stenciled in 1 inch high letter with the word "GOVENOR" Reels shall be 24" to 26" Reels shall be from the same master and hand measured. Contractor shall submit with packing slip certification from the manufacture (Wirerope Works, Inc.) that the wire has been "Prestreched to 50% of the Rated Breaking Strength". One (1) delivery to the following location (Monday - Friday 8:00 am CT - 2:30 pm CT): National Park Service / Jefferson National Expansion Memorial ATS Division 201 Poplar Street St. Louis, MO 63102 Contact: Chuck Kalert, Maintenance Mechanic Lead five (5) days prior to delivery at (314) 655-1737 Justification for "Brand Name": At the time of Tram system construction, a problem developed with stretching of the tram cables. The Tram system is unique and not like any other transportation system. In many respects the system compares to an elevator system, and in many respects it is more nearly like a railroad train system. In a conventional elevator system, the hoisting cable essentially suspends the car vertically from a single traction sheave. In the Arch Tram system, the equipment runs on wheels within a track layout, at varying angles from the vertical, including nearly horizontal at the bottom. The hoisting ropes pass over the traction sheave and 43 intermediate sheaves, and are bent in both directions. The stretching problem of the cables was solved by the development by Bethlehem Steel Corp., (jointly with Planet Corporation and Montgomery Elevator, fabricators and installers of the Tram,) of a manufacturing process that prestresses the ropes to 50% of their breaking strength during fabrication. This process was and remains an industrial trade secret of Williamsport Wire Rope, the successor of the Wire Rope Division of Bethlehem Steel, and they, to the exclusion of all others, possess the machinery required. In 1980, a substitute rope was purchased from another manufacturer, MacWhyte. This rope met the written specifications of the Purchase with the exception of the required 50% prestress. The performance of this rope was not satisfactory, and was in fact damaging to the sheaves. It was required to shorten the ropes more than was normally required and to in fact replace the sheaves throughout the system due to increased rate of wear. This was concluded to be due to the fact that the MacWhyte rope was much stiffer than the Bethlehem rope, and did not bend well enough around the sheaves to preclude sliding. MacWhyte did not dispute these findings.It is not physically possible by testing or examination to determine whether a given rope was manufactured with the required 50% prestress or not (this conclusion is from Consultants Sverdrup and Parcel, and St. Louis Testing, who jointly investigated the sheave failures for the BiState Development Agency.).The above information, accepted as proprietary product by the National Park Service in 1982 (Finding and Determination, by Contracting) and by BiState Development Agency in 1988/1989, when they performed this procurement, and remains applicable. In the instance that the non-conforming ropes were installed, the rope sheaves were damaged so severely that they required replacement. Replacing sheaves requires several months for ordering, manufacture, and installation. There are hoist rope sheaves, compensating rope sheaves, and governor rope sheaves. Hoist rope sheaves, for example, are machined cast iron, with nine grooves for the ropes, each sheave weighing about 200 pounds. Moving them into place in the leg of the Arch is labor-intensive and difficult, requiring rigging from beams and columns with ropes and pulleys. Production of the sheaves from shop drawings by a foundry is estimated to take at least 120 days. The National Park Service intends to award a Firm-Fixed Price Purchase Order based on the responses to this combined Synopsis / Solicitation in accordance with FAR Part 12, Acquisition of Commercial Items, 13 Simplified Acquisition Procedures, and 6 Competition Requirements. This announcement constitutes the only solicitation that will be issued for this requirement.
