Description
Attachment PWS, additional clauses This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is issued as a Request for Quote (RFQ). Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-54. The NAICS code is 812930 and the size standard is $35.5. This is an unrestricted open market procurement. The Bureau of the Public Debt on behalf of the Housing and Urban Development Office of Inspector General (HUD-OIG) is contracting to acquire 8 monthly indoor parking spaces in accordance with the attached Statement of Work. Period of Performance is for one 12-month base year and four 12-month option years as follows: Base Year - January 01, 2012 through December 31, 2012 Option Year 1 - January 01, 2013 through December 31, 2013 Option Year 2 - January 01, 2014 through December 31, 2014 Option Year 3 - January 01, 2015 through December 31, 2015 Option Year 4 - January 01, 2016 through December 31, 2016 The provisions at 52.212-1, Instructions to Offerors - Commercial Items (JUN 2008), applies to this acquisition. Addenda to this provision are attached. The provisions at 52.212-2, Evaluation - Commercial Items (JAN 1999), applies to this acquisition. The following factors shall be used to evaluate offers: Low Price, Technically Acceptable. Addenda to this provision are attached. Offerors are to include a completed copy of 52.212-3, Offeror Representations and Certifications - Commercial items (NOV 2011), with their offer. 52.212-4, Contract Terms and Conditions - Commercial Items (JUNE 2010) applies to this acquisition; Addenda to 52.212-4 are attached. Defense Priorities and Allocations Systems (DPAS) and assigned rating are not applicable to this acquisition. The deadline for receiving proposals is December 16, 2011 by 2:00 PM ET.
