Description
The VA Pittsburgh Healthcare System (VAPHS) intends to procure for a Firm Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract for VA Professional Industrial Hygiene (VPIH) Services. This procurement is set-aside 100% for Service Disabled Veteran Owned Small Businesses (SDVOSB). The contract will be awarded to a single responsive and responsible SDVOSB contractor with the lowest price. The Contractor will provide all necessary labor, materials, equipment and supervision to perform services including, but not limited to, evaluating Asbestos Contaminated Elements (ACE) and Asbestos Containing Materials (ACM) or suspected conditions for three facilities in the VAPHS. Locations are University Drive, Pittsburgh, PA 15240, 7180 Highland Drive, Pittsburgh, PA 15206 and 1010 Delafield Road, Pittsburgh, PA 15215. Work will include bulk and air sampling for positive identification of ACM and ACE. VPIH Services will be required from investigation to design through construction for ACM or ACE to be removed or affected by a construction project. This contract will run concurrently with a similar contract for asbestos abatement services. The scope of the contract is for Industrial Hygiene (IH) Services that coincide with emergency repairs and small renovation projects that will not exceed $20,000 in asbestos abatement costs for each project. An example of emergency repair is removal of 6 feet of thermal system insulation from a leaking steam pipe. A small renovation project may include removal of 160 square feet of asbestos floor tile/mastic and 160 square feet of contaminated suspended ceiling system. IH Services for these types of projects include background air sampling, air monitoring during abatement and final air sample clearances using Transmission Electron Microscopy (TEM) method. The contractor will be required to review and advise the government on technical and procedural adequacy of all submittals and other contract documentation, monitor and inspect abatement contractors work, perform necessary sampling during removal work, and provide all other Industrial Hygiene Services associated with asbestos abatement work and/or lead-based paint removal. It is anticipated that the contract will be awarded February 1, 2012. This is for a base year period of 12 months (1 year) with two additional option year periods (option year = 12 months). Option years shall be exercised at the discretion of the Government and are not guaranteed. Task orders will be issued as the need arises during the contract period and will not exceed an annual amount of $120,000. The applicable NAICS code is 541620 with the small business size standard of $7 million. The solicitation will be available on or about December 23, 2011 to interested parties through electronic data interchange at http://www.fedbizopps.gov for downloading free of charge.
