- This amendment to the pre-solicitation announcement constitutes the United States Customs and Border Protection's SYNOPSIS AND NOTICE OF PROPOSED CONTRACT ACTION in accordance with FAR 5.2 for the PSPO Software Applications Development, Modernization, Enhancements, Operations and Maintenance requirement. Description: The purpose of the anticipated contract is to obtain the full range of operations and maintenance support for the U.S. Customs and Border Protection (CBP) Passenger Systems Program Office (PSPO) suite of computer and automated software applications, as well as maintenance support of selected PSPO specialized equipment. Additionally, this contract will include development of new capabilities, new applications, and enhancements of existing applications in response to evolving technologies, threats, and mission requirements in direct support of the Department of Homeland Security (DHS) and CBP in their mission critical initiatives to protect the borders (air, land, and sea) of the United States. The scope of the requirement is to provide development, maintenance, modernization, enhancements, operations and maintenance services for CBP mission critical systems such as TECS, Electronic System for Travel Authorization (ESTA), Western Hemisphere Travel Initiative (WHTI), US-VISIT applications and Advanced Passenger Information Systems (APIS) at CBP locations. It will also provide continued development services for TECS Modernization. The acquisition will be awarded using a Full and Open competition. The contractor shall provide all phases of software requirements, design, development, testing and implementation, to ensure PSPO software applications will enable their users to meet their mission goals and objectives. These efforts include the full range of software design, development, implementation and integration, including, but not limited to, planning, requirements definition and analysis, systems design and development, coding and testing, production, implementation, integration, and software application maintenance. This effort encompasses new application development (for both web-based and non-web-based applications) and system enhancement projects. The contractor shall follow all CBP and DHS Systems Engineering Life Cycle procedures (SELC). The contractor shall provide all operations and maintenance (O&M) solutions, processes, and procedures necessary to sustain PSPO software applications within the DHS enterprise at the highest levels of service and availability consistent with cost, schedule, and performance objectives. This full range of O&M solutions necessary will ensure PSPO software applications operate efficiently and are available to support CBP mission requirements. This O&M support will emphasize performance monitoring to identify and resolve performance risks before they impact mission performance while responding to customer identified performance deficiencies and/or outages. Any passenger system application upgrades, enhancements or modifications will be performed and documented in accordance with DHS SELC. The Government will furnish all related and available documentation on PSPO software application systems to the Contractor as required. While the primary focus of this effort is the O&M and software development associated with PSPO software applications, the contractor shall also provide the full range of hardware maintenance support for PSPO specialized equipment. Items of specialized equipment include, but are not limited to, the Global Entry kiosks, Global Enrollment System jump-kits, the Outlying Area Reporting System (OARS) telecommunications equipment, and the Portable Automated Lookout System (PALS) data recording and transfer media (currently DVDs). -END-
