Description
The VA Western New York Healthcare System (VAWNYHS), Buffalo, NY intends to award a contract for Architect/Engineer (AE) Services to REMODEL WARD 9C. THIS ACQUISITION IS GEOGRAPHICALLY LIMITED TO FIRMS LOCATED WITHIN A 100-MILE RADIUS OF THE VAWNYHS, 3495 Bailey Avenue, Buffalo, NY and is a set-aside for small business with evaluation preference provided to the following small business programs in the following order (no. 1 provided the highest preference): 1. Service Disabled Veteran Owned Small Business, 2. Veteran Owned Small Business, 3. Women Owned Small Business. In accordance with FAR 52.219(c)(1), Limitations on subcontracting, "At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern." The North American Industry Classification System code is 541310 with a numerical size standard of 4.5 million. Award is subject to the availability of funds. AE Services will be required for the development of drawings and specifications, etc. to Remodel Ward 9C; a medical acute patient care unit with approximately 10,000 square feet. Pertinent factors for consideration of qualifications for the Project Team, listed in order of importance are: (1) specialized experience and technical competence of the firm (including a joint venture or association) with the type of service required, (2) specific experience and qualifications of personnel proposed for assignment to the project, and record of working together as a team (3) Past record of experience at Veteran Administration Medical Centers and VA Western New York Healthcare System (4) Location in the general geographical area of the project. (5) Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. The VAWNYHS will use contact information in Standard Form 330 to obtain information in order to evaluate item no. 5 Work includes but is not limited to: 1A Services (Schematic/Investigative services) Pt. IB Services (including but not limited to preparation of working drawings, specifications and cost estimate), Parts II & III Services (performance of construction period services and site visits). Project Description includes, but it not limited to: a. Consultation and discussion with VA staff to establish details of design b. Services to provide for the demolition and construction of ward associated with facility, aesthetic and system enhancements such as a Nurses station, clean and dirty utility rooms, communications closets, etc. c. Professional Services to provide for patient enhancements to include the addition of private and semi-private patient rooms with shower/restrooms. The ward will also have support service enhancements such as clean and dirty utility rooms, communications closets, etc. d. HVAC enhancements will include the installation of a new heating, cooling and ventilation unit in the new mechanical room including related ductwork and controls for Ward 9C. Unit shall be sized for Ward 9C and for future load of Ward 10C. In addition to the improvements defined above, the project shall address the following: i. Update the Ward to comply with all current code requirements, ii, Updated electrical distribution and critical power, Updated fire alarm protection, updated mechanical and plumbing, updated data/phone system, nurse call/code blue, hazardous material/asbestos assessment/removal, etc. Construction is between $2,000,000. and $5,000,000. All interested parties are required to submit qualifications for item 1-5 above to the Contract Specialist on Standard Form 330. Use "additional information" section of 330 to include any information required for factors 1-5 that you cannot easily include in other sections. The VAWNYHS will use contact information provided in 330's to obtain information in order to evaluate item no. 5. Contact information for each project shall include the owner of the project; specifically the project manager/contracting officer's technical representative and contracting officer/purchasing officer. Submit three copies of SF 330 to the above referenced address to the attention of Rosanne J. Raczkowski and include the routing symbol (90NCA). Please ensure that all required information is submitted and accurate. All responses are to be received by the Contracting Officer no later than 3:30pm on January 4, 2012.
