- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued.The solicitation number is Q1524121194 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-54. The associated North American Industrial Classification System (NAICS) code for this procurement is 111940 with a small business size standard of $0.75M.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2011-12-30 13:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be Multiple shipping information. The National Park Service requires the following items, Meet or Exceed, to the following: LI 001, Certified Weed Free Hay to be delivered to Rocky Mountain National Park. This is a Combined Synopsis/Solicitation, for commercial items prepared in accordance with FAR 12.6, as supplemented with information listed herein. This posting constitutes the only solicitation. This combined solicitation/ synopsis is for the purchase of the following commercial item: Supply and deliver Certified Weed-Free Hay; Grass/Alfalfa mix (approx. 50/50)Specifications:1.Certified Weed-Free Hay; Grass/Alfalfa mix (approx. 50/50)2.Hay should be baled at 12-15% moisture content.3.Small square bales (approximately 70-75 lbs. average weight)4.Protein content 12-14%5.Quality: horse quality hay with less than 2% of bales with mold or other imperfections6.Hay should be free of Timothy7.Bales should be approximately 70-80 lbs with dimensions of 36?x18?x16?8.A nutritional analysis of the hay may be required in order to determine if a nutritional supplement is needed. Barn Locations: Hay will be delivered to 2 different locations for the park?s stock operations: Estes Park, CO (east side operations for RMNP) and Grand Lake, CO (CRD or west side operations of RMNP). 1. East Barn ? 863 Sundance Circle Drive, Estes Park, CO 805172. CRD Barn ? 211 Country Rd 491, Grand Lake, CO 80447 This is an indefinite delivery indefinite quantity (IDIQ) order, with a guaranteed minimum quantity to be purchased listed below: 1280 bales for the East Barn (anticipated delivery of June and September) 640 bales for the CRD Barn (anticipated delivery of August) The maximum that may purchased under this order is 3,200 bales. All quantities ordered under this IDIQ shall be delivered at the original quoted price. Delivery: Delivery should be made during regular operations periods and coordinated with the Lead Packer or Trails Foreman. Deliveries may be scheduled between May 1, 2012 and October 20, 2012.Barn Operations: 7:00-5:30 M-TH from May to October - No deliveries outside of Barn Operations. The government intends to award a firm fixed-price order resulting from this solicitation. Contractors shall submit a price/bale, all costs included, including delivery and unloading. References, proof of product and nutritional analysis may be required prior to award., 1920, Bales; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, National Park Service intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. National Park Service is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration.
