- In accordance with FAR Part 12 Commercial Items and FAR Part 13 Simplified Acquisition Procedures, the U.S. EPA National Vehicle and Fuel Emissions Laboratory (Ann Arbor, Michigan) requires stainless steel tubing and fittings that are cleaned, deburred, and meet ASTM, A213, A269 and ASME SA213 standards. These items will be used by the National Center for Advanced Technology to add capacity to their own gas cylinder supply closet that supply gas to the new analyzer benches. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The solicitation number is RFQ-MI-12-00018 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-54. The U.S.EPA requires offered items to MEET OR EXCEED the following minimum specifications: 1) Furnish 12,000 feet of ? inch O.D 316 seamless stainless steel tubing with a wall thickness of 0.035 inch Outside Diameter. Tolerance +.005 inch /-0.005 inch in 20 ft lengths, CGA G 4.1 O2 cleaned and suitable for use with EPA protocol gases, (UHP) zero, span and calibration gas applications. Tubes shall be reasonably straight and have smooth ends free of burrs. It must meet ASTM A213, A269 and ASME SA213 standards. Packaged in a wood crate for protection during shipment. FOB Destination. 2) Span gas fittings. The contractor shall furnish gaugeable 316 stainless steel compression tube fittings. All fittings will be for ? inch tubing with a pressure rating (when used with correct walled tube) not less than 3000PSIG. Fittings will be CGA G 4.1 O2 cleaned and suitable for use with EPA protocol gases, (UHP) zero, span and calibration gas applications. Must meet ASTM and ASME SA-479, A276 SA-182 standards. Any thread lubricants will be on threads only and not on nuts outer surfaces. Price sub items A, B, and C separately. FOB Destination. 2A) Furnish 700 each, 1/4 inch tube to 1/4 inch tube stainless tube union fitting. Common description is 1/4 union: 4-4HBZ, 1/4-400-6, U4U 2B) Furnish 300 each, 1/4 inch tube to 1/4 inch tube stainless 90 degree elbow union fitting. Common description: 1/4 elbo: 4-4EBZ, 1/4-400-9, U4UE 2C) Furnish 200 each, 1/4 inch tube to 1/4 inch tube to 1/4 inch tube stainless tee fitting. Common description: /4 tee: 4-4-4 JBZ, 1/4-400-3 U4UT. The selected Offeror shall comply with the following commercial item terms and conditions: FAR 52.212-1, Instructions to Offerors - Commercial, 52.212-3, Offeror Representations and Certifications - Commercial Items, 52.212-4, Contract Terms and Conditions - Commercial Items, EPAAR 1552.211-79 Compliance with EPA Policies for Information Resources Management, EPAAR 1552.233-70 Notice of Filing Requirements for Agency Protests, FAR 52.225-25 Prohibition on contracting with Entities Engaging in Sactioned Activities Relating to Iran?Representation and Certification, and FAR 52.212-5 Contract Terms and Conditions Required to Implement Statures or Executive Orders ? Commercial Items. Specifically, in paragraph (b) of FAR clause 52.212-5, the following clauses will apply: 52.204-10, 52.209-6, 52.209-10, 52.219-6, 52.219-13, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.225-36, 52.223-18, 52.225-1, 52.232-33. NON-PRICING REQUIREMENTS: All non-pricing requirements shall be directly received by the Contracting Officer ONLY no later than the closing date and time of the solicitation. Offerors shall submit either its Online Representations and Certifications (ORCA) OR FAR 52.212-3 Representations and Certifications ? Commercial Items. If a company chooses to submit its Representations and Certifications online, they may do so by going to the ORCA website at https://orca.bpn.gov/. Offerrors shall be registered at the Central Contractor Registration (CCR). If a company is not registered in CCR, they shall do so by going to the CCR website at http://www.ccr.gov. Offerors shall also provide its DUNS and Tax Identification Numbers (TIN). This procurement is conducted under Small Business Set-Aside under NAICS code 423840 with a size standard of 100 employees.
