Description
NAICS Code: 334519 The U.S. Environmental Protection Agency (EPA) Office of Enforcement and Compliance Assurance (OECA), under the authority of the Federal Acquisition Rules (FAR) Part 13, Simplified Acquisition Procedures, intends to issue a sole source purchase order to Ion Science (Americas) LLC for purchase of Photo-Ionization Detectors. Scope and Capabilities: The objective is to purchase two fully-enabled PhoCheck Tiger photo-ionization detectors (PIDs), two fully-enabled PhoCheck Tiger Select photo-ionization detectors, four CGA 600 Gas Regulators and Draeger tubes for the Tiger Select. The required PIDs are specific to and compatible with EPA?s investigative procedures for air toxics compliance inspections and must meet the following critical performance criteria: 1) Internal data logger clock accurate to 3 sec/day; 2) Rapid Response Time (Zero to full scale); 3) Reads 0 ppb to 20,000 ppm. Specifically, the internal data logger clock must be accurate to within 3 seconds during the course of the day because organic gas concentration measurements are averaged during each 15-second time period. In order to compare the Inspectors field notes with the logged data, the PID logger time-stamp must be reasonably close to the actually time. The response time of the PID is important because the instrumental response to changes in gas concentration values must occur rapidly enough for the Inspector to make valid measurements in a reasonable amount of time during the course of taking field measurements. Lastly, EPA Inspectors must be able to determine the concentrations of gaseous leaks above 10,000 ppm for purposes of monitoring in accordance with EPA Method 21. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. Ion Science is the sole vendor that meets all of the specifications required for the PIDs as listed above. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which if received within 10 calendar days of the date of this announcement, will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses is solely within the discretion of the Government.
