- The procurement is being conducted under Simplified Acquisition Procedures according to FAR Part 13.5. Also, this is a commercial item so FAR Part 12.6 is applicable as well. It is the intent of the National Library of Medicine's (NLM) Specialized Information Services (SIS) to award on a sole source basis to Toxicology Excellence for Risk Assessment (TERA) of Cincinnati, OH to assist the government in presenting an online, comprehensive, international, tabular compilation and comparison of chemical toxicity risk values. This award will be firm-fixed price. A sources sought notice was published in relation to this requirement. TERA is the only known source that currently has a database available and is capable of providing this product and service that will add to the risk assessment information SIS provides to the public. The North American Industry Classification System Code is 541690 and the business size standard is $7M. NLM anticipates that award will be made on or about December 30, 2011. PERIOD OF PERFORMANCE The period of performance shall be twelve (12) months from date of award with four (4) one year options. BACKGROUND In order to better serve as a focal point for toxicology information for the professional and general public, SIS seeks various ways to add to and enhance its TOXNET system of online databases and other Web resources. PROJECT REQUIREMENTS The contractor will implement specific tasks to accomplish the work outlined in section 2.0 during the period of performance. The contractor shall implement these tasks with minimal direction, but in close collaboration with the government. This is not a Request for Quotations (RFQ), nor is a RFQ available. However, if any interested party believes it has the capability to fulfill the above requirement, it may submit a statement of capabilities. The capabilities statement should demonstrate that the interested party is able to provide the professional technical services as specified above. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representation and Certifications Application (ORCA).
