Description
The Bureau of Public Debt, on behalf of the Consumer Financial Protection Bureau (CFPB) intends to award an Order to GitHub Inc. on a sole source basis, under authority of FAR 6.302-1, for GitHub Enterprise Software. Github Enterprise is the enterprise version of Github.com, a web service that allows software developers to track changes in software code, manage issues, and collaborate among developer teams. Github is based on Git, a framework for managing software source code. Git has become the industry standard source code management platform for software development teams, supplanting older tools like Subversion, CSV, and SourceSafe, which have been obviated by the creation of Git. Moreover, Git is what is known as a "distributed" revision control system, meaning it was built with whole teams in mind, as opposed to its older counterparts, whose centralized nature creates inconvenience and risk for multi-member teams. In an organization where many developers and designers contribute to many ongoing software projects, a distributed solution is essential. Github is the industry standard product for software development teams seeking to implement a Git-based environment. It includes a full set of software project management features including issue tracking, issue assignment, documentation, and virtual line-by-line code review and discussion. CFPB requires this feature set in a product that can be hosted inside an organization's firewall, and can be provisioned as a virtual appliance that gives developers easy administrative access to the solution's background engines. While several products can either be hosted internally or can provide this rich feature set, no other product provides both. Since the launch of CFPB, the Technology & Innovation (TI) team has been using Git to manage its source code. CFPB has been recruiting software developer talent from the technology sector, where Github is far and away the most popular source code management tool. It is the intent of the CFPB TI Team to continue to use Github Enterprise to manage its software development process. Switching to another source code management framework would be risky and regressive and would be detrimental to the team's ability to develop and maintain software code. Accordingly, the CFPB intends to sole source this requirement for the purchase of up to 40 user licenses. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by December 15, 2011 by 12:00am ET. Responses shall be submitted to PSB3@bpd.treas.gov, Attention B. Cooper/L. Stanley. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested offerors may register at http://www.fedbizopps.gov to receive notification when the solicitation and any amendments are issued and available for downloading. Please note that the General Services Administration provides the notification service as a convenience and does not guarantee that notifications will be received by all persons on the mailing list.
