Description
This project is being solicited as 'One Phase' Construction Manager/General Contractor (CMGC) Synopsis Proposals from all business concerns will be accepted for the Assateague Island National Seashore Construction Manager/General Contractor (CMGC) for Project PRA-ASIS 11(4), Solicitation Number DTFH71-12-R-00003. This CMGC consists of design support and construction of the replacement of Sheepshead Creek Bridge (Structure Number 4190-002P), plus associated approach work, on Beach Road within the Assateague Island National Seashore (ASIS) in Accomack County, Virginia. The design support work includes reviewing the preliminary plans and specifications, preparing constructability reports, developing construction schedules, and other miscellaneous work. The construction work includes removal of the existing concrete bridge deck, partial removal of the existing concrete piles, asphalt pavement removal, precast abutments, precast prestressed beams and piles, riprap, grading, aggregate base, asphalt pavement, retaining walls, steel-backed timber guardrail, and other miscellaneous work. The proposed project limits are within existing National Park Service (NPS) right-of-way. The Eastern Federal Lands Highway Division (EFLHD) will design the project, as well as procure and administer the construction contract. The project is currently planned for award in FY 2012. The cost of the entire CMGC contract, including design support and construction costs, is expected to be between $1,500,000 - $3,000,000. The EFLHD is conducting a "one phase" CMGC selection process for the NPS. Solicitation documents for the Request for Proposal (RFP) should be issued on or about December 21, 2011. Technical qualifications will be due as specified on the SF 1442 to the EFLHD office in Sterling, Virginia. An evaluation board will review and evaluate contractor technical qualifications based on the established RFP evaluation criteria. After final scores are determined, the cost proposals will be opened and a Best Value determination will be made. Also FAR clause 52.232-33 requires CCR registration for payment. CCR registration is available online at the following Internet web address: www.ccr.gov. IMPORTANT SUBCONTRACTING PLAN REQUIREMENTS Required from all "other than Small business" when requirement is expected to exceed $650,000 ($1,500,000 for construction) [FAR 19.702]. Contracting Officer, Contracting Officer Technical Representative, and Small Business Specialist are responsible for approving a reasonable and realistic plan [FAR 19.705-4] [TAM 1219.201(e)(6)]. Legislated subcontracting goals [15 USC 644(g)(1)]: 23% - Small Businesses (SB), 5% - Small Disadvantaged Businesses (SDB), 5% - Small Women-Owned Business Entities (SWBE), 3% - HUBzones, 3% - Service-Disabled Veteran-Owned Small Businesses (SDVOSB). A copy of each subcontracting plan (or contractor statement that no subcontracts are to be awarded) must be provided to Eastern Federal Lands and approved by the Office of Small Disadvantaged Business Utilization prior to close of negotiations (or award of the IFB) [TAM 1219.705-5 and -6].
