Description
This serves as a "Notice of Intent" to award a new purchase order under RFQ HHM402-12-R-0023 to the University of Maryland Eastern Shore (UMES) for the acquisition of program management services by the Directorate for Information Management, Enterprise Operations Group (DS-OG) at Defense Intelligence Agency. This procurement is contemplated to be a firm, fixed price of $117,082,000. DIA DS-OG has had an individual providing support for the past 4 years under the Intergovernmental Personnel Act (IPA). Initial planning was for the requirement to end coincident with the end of the Intelligence Information, Command and Control, Equipment and Enhancements (ICE2 contract) in June 2010. Due to unplanned and unavoidable delays in the award and implementation of the DIA Solutions for the Information Technology Enterprise (SITE) contract, a bridge contract between ICE2 and SITE was awarded. Due to statutory limits extension of the IPA was not possible, DIA DS- OG requires a six month contract to retain this support. The contract will also include a 6-month option; wherein exercise of the option will be largely dependent upon the status of work moving off the bridge contract to the SITE contract. The sole source purchase order is necessary to retain expertise and detailed knowledge of the ICE2 contract. DIA DS-OG had obtained the support through the current IPA-in which the individual has provided services through 2005. On the basis of the short time period required (i.e., maximum one year), it is in the best interest of the Government to retain the current expertise rather than transition to a new source-thereby requiring training and learning curve.
