Description
Presolicitation Notice DESCRIPTION: The U.S. Army Corps of Engineers (USACE) Afghanistan Engineer District - North (AED-N) intends to issue Request for Proposal (RFP) W5J9JE-12-R-0021 for the design and construction of a new Border Police Cargo Security Yard for the Afghan National Police (ANP). This project is defined as the design, material, labor and equipment to construct buildings, parking, utilities and other infrastructure for a design population of 100 personnel. The project is located in Bandar Wali District, Nangarhar Province, Afghanistan. GENERAL INFORMATION: This RFP will be for a Firm-Fixed-Price (FFP) construction contract. The NAICS Code for this effort is 236220. LIMITED COMPETITION: Not applicable. This solicitation will be full and open competition procurement. SELECTION PROCESS: A best value lowest price technically acceptable (LPTA) selection process will be conducted in accordance with FAR part 15. DISCUSSIONS: The Government intends to award without discussions, but reserves the right to conduct discussion should it be deemed in the Government's best interest. ANTICIPATED SOLICITATION RELEASE DATE AND AWARD DATE: The Government anticipates releasing the solicitation in December 2011and awarding the contract in February 2012. Actual dates and times will be identified in the solicitation. Responses to this synopsis are not required. Additional details can be found in the solicitation when it is posted. SOLICITATION WEBSITE: The official solicitation, when posted, will be available free of charge by electronic posting only and may be found at the Federal Business Opportunities (FBO) website www.fbo.gov. Paper copies of the solicitation will not be issued. Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing amendments prior to closing; therefore, it is the offerors responsibility to check the website periodically for any amendments to the solicitation. REGISTRATIONS: Offerors must have and must maintain an active registration in the following databases: Central Contractor Registration (CCR): Offerors must have and must maintain an active registration in the CCR database at www.ccr.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity must have valid CCR registration in the CCR database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the CCR data base, the Government reserves the right to award to the next prospective Offeror. On-Line Representations and Certifications Application (ORCA): Prospective contractors shall complete electronic representations and certifications at www.bpn.gov in conjunction with required registration in the CCR. If at the time of award an Offeror is not actively and successfully registered in the ORCA database, the Government reserves the right to award to the next prospective Offeror. Afghan Investment Support Agency (AISA): Offerors must have a valid Investment License issued by the AISA in order to be eligible for award. To obtain an AISA license, visit http://www.aisa.org.af/english/applications.html. Joint Contingency Contracting System (JCCS): Offerors must be registered in the JCCS vendor vetting database at https://www.jccs.gov/olvr/.
