Description
Market Reserch Attachment ot Sources Sought This is a sources sought notice only ; it is not a request for competitive proposals. The Norfolk District, Corps of Engineers is conducting market research to identify potential sources for a Contract for Design (Master Planning) for Arlington National Cemetery, Arlington, VA. INFORMATION: This is a Sources Sought Synopsis announcement, a market survey for information to be used for preliminary planning purposes. The information received will be used within the Army to facilitate the decision making process and will not be disclosed outside of the agency. A decision will be made whether to issue the proposed solicitation as a competitive set-aside for U.S. Small Business Administration (SBA) certified 8(a), HUBZone, Service-Disabled Veteran-Owned Small Businesses and/or Small Business, or whether to issue as full and open competition (unrestricted). No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. Respondents will not be notified of the results of the evaluation. 1. The work anticipated includes: a. Master planning for Arlington National Cemetery to examine five areas: •· Interment Capacity •· Visitor Accommodation •· Operations and Maintenance •· Capital Requirements •· Preservation of Special Features. b. Other work that may be needed under this contract: p arametric cost estimates, composition of a National Environmental Policy Act document, development of vision, data collection and analyses, development of goals and objectives, development of a preferred plan and alternatives, development of a planning to design execution process, development of a motoring and amending process, design analysis, conceptual design development, architectural presentations, planning charrettes, design guide/criteria document preparation, engineering studies to include electrical and HVAC systems. c. Presentations and coordination with various agencies of the government will be needed: presentations, illustrations, studies, reports and other technical assistance obtaining approvals from National Capitol Planning Commission, the U.S. Commission of Fine Arts, coordination with a State Historic Preservation Office, and other state and local entities. The anticipated period of performance is from June 1, 2012 through November 1, 2013. The applicable NAICS code for this procurement is 541320. Interested parties should respond to the Contracting Officer, Debora S. Gray by email at Debora.s.gray@usace.army.mil. Interested parties shall provide the following information (on the attached form): Evidence that their experience with similar type work as shown above. Interested parties shall provide company profile, including the name of the business, complete contact information, business size and socioeconomic category, such as: Service Disable Veteran Owned Small Business, Veteran Owned Small Business, Women-Owned Small Business, Hubzone Small Business, 8 (a) Small Business, etc. Interested parties are reminded that to qualify as a Small Business under any of the above socioeconomic categories, in the event a set aside is done for any of these small business categories; at least 50% of the cost of personnel for contract performance shall be spent on employees of the small business concern in the appropriate socioeconomic category. Interested parties shall be prepared to demonstrate how this requirement will be met, as meeting this requirement will be evaluated in determining the successful offeror once a solicitation is issued. Small business concerns should not claim eligibility for any given set-aside if they cannot meet the cost of personnel requirement for that set-aside. Interested parties should respond not later than Friday, December 16 at 2:00 p.m., Eastern Time. This Sources Sought Notice is to assist the Corps of Engineers in identifying an appropriate acquisition strategy only. Once the final solicitation is issued, the same will be announced/posted in Federal Business Opportunities (FBO) with sufficient time for all interested parties to respond accordingly. Interested parties shall respond to the solicitation in order to be considered for award. The estimated total contract price for is $5,000,000. Interested sources are invited to respond to this sources sought announcement by completing the attached questionnaire: A - Contract Specific Qualifications: (1) Demonstrated past experience with regard to master planning and design of ceremonial campuses over 500 acres in area ; (2) Demonstrated experience in historic building conservation/evaluation; (3) Archeological investigation; (4) Demonstrated experience with coordination with and plan approval by National Capitol Planning Commission, the U.S. Commission on Fine Arts, and a State Historic Preservation Office. At least one architect and at least one landscape architect shall each have a minimum of two real property projects (i) for which they were the Designer of Record, and (ii) were approved by either the National Capitol Planning Commission, or the Council on Fine Arts.] (5) Demonstrated experience incorporating sustainable principles and practices through an integrated design approach in accordance with the U.S. Green Building Council, Leadership in Energy and Environmental Design (LEED) Green Building Rating System, (7) Demonstrated experience with National Environmental Policy Act document creation such as Environmental Assessment or Environmental Impact Statement. B - Personnel Submit names and registrations, certifications, or licenses for each major discipline proposed team member and the relevance of individual past experience with the scope of work outlined in this synopsis. Submit two names for each discipline to include professional planning, architecture, landscape architecture, architectural history, civil, structural (independent of civil), mechanical, electrical, and cost engineer, and LEED certified designers. The professional planners, architects, landscape architects shall be in-house.
