Description
US Army Materiel Command, Office of the Program Manager(OPM), Saudi Arabian National Gaurd Modernization Program(SANG), requires the installation of subterranian telecommunications cable between 1 story office villas in a quad configuration, located in Riyadh, Kingdom of Saudi Arabia. The work will include a variety of minor construction and telecommunication tasks. This work will include the installation of indoor and outdoor 50-pair copper, 6-core Multimode, 12-core Multimode, and 12-core Singlemode Fiber Optic cables to allow connectivity for voice and data networks. Install Patch Panels for 50 Pair Copper Cables and 6-core multimode, 24-core Multimode, and 24-core SingleMode LC Fiber Optics. Ensure work performed includes but is not limited to the following: installation of underground pipes, conduits, manholes, Telephone Distribution Cabinet (TDC), outdoor Building Entrance Terminal (BET) cabinets, copper, and fiber optic cables/Lightguide Interface Unit and SC connectors, copper cable terminal blocks along the roads and walkways; full restoration of ground structure to include all vegetation, plants, and walkway tiles upon completion of work, civil works as required, outdoor installations, cable splicing, testing, and acceptance. Trench and install, 2 x 4" (110mm) PVC Conduits in between manholes and 2 x 2" (50mm) PVC conduits in between manholes and the individual buildings to be able to run copper and fiber optic cables. The minimum size of trench is 60cm wide and 80cm deep. After cable installation, the Contractor shall test all copper cables for continuity from one end with the Ohm Meter before the cables are terminated. The Contractor shall conduct end-to-end testing of all cable pairs and resistance/continuity, balance, and unbalance; and insulation testing from both ends with the Ohm Meter after the cables are terminated. After cable installation, the Contractor shall test all fiber optic cables for integrity, from end-to-end, with Optical Time-Domain Reflectometer (OTDR) or Power Level Meter after the cables are terminated. Attached to this synopsis is the draft solicitation and attachments. The final solicitation may for may not be the same as content found in the draft solicitation. A finalized solicitation is expected to be posted around 12 December 2011. This date is tentative and is subject to change. Please provide comments regarding the draft solicitation to the primary point of contact for this notice. In addition, please request a reply email to confirm receipt of electronic correspondence. Pre-Proposal Conference A. Prior to providing a proposal for this solicitation W90BRJ-12-R-0001, offerors will have the opportunity to visit the construction site. Where: Eskan Village, Villa 60-04 When: 21 January 2012 Time: 10:30 AM B. This will be the only opportunity for contractors to visit the site prior to submitting a proposal. Contractors who do not attend the site visit will not be afforded an additional opportunity to visit the site. This preproposal conference will be a combination of pre-proposal conference, site visit, and site survey. C. Getting on Eskan Village requires being on an access list with both the Saudi Arabian military (MODA) and the U.S. military. To gain access, contractors must provide the information shown below by 6:00 PM, Janaury 7, 2012: 1. One copy of the individual's valid Iqama with original company blue stamp. The stamp must match the same legal sponsor shown on the Iqama. 2. Iqamas must be valid for at least the next six months (through July 2012). 3. One copy of valid passport; photo page and the initial visa page or a copy of the page that shows "transfer of information". The original company blue stamp of the legal sponsor indicated on the Iqama is required on each and every page. 4. Copy of the company Commercial Registration with original blue stamp of the company. 5. Measuring Wheels will be permitted. All other tests and testing equipment to be brought on base needs to be identified and must receive prior approval from OPM SANG. All equipment that is brought on base will be screened by security and must be able to fit in the back of a Toyota Pick-up. D. Contractors can provide the information via two methods: 1. Make a clear, color scan of the documents and email (Note: scan MUST BE VERY CLEAR when printed on a color printer; received by 7 January 2012) - OR- 2. Provide a hard-copy of the igamas, passports, and commercial registration by contacting the person below to meet at the Eskan Village off-post parking area (just outside the Eskan Village gate) before 6:00PM, 7 Janaury 2012: Jonathan Willsher, Contract Specialist, Mobile: +966540668362 or Telephone: 966-1-498-2480, Extension 5316 E. Personnel already granted access to Eskan Village need not provide the information described in paragraphs C through D. F. Transportation on to Eskan Village: 1. Personnel who do not have access to Eskan Village must park their vehicle in the parking lot (just outside the Eskan Village gate) and walk to the Saudi Arabian military (MODA) Visitor Control Center (VCC). You must present your ORIGINAL igama, and ORIGINAL passport to Saudi military officials present at the gates in front of the MODA VCC. Please arrive at the MODA VCC no later than 9:30AM, 21 January 2012. As stated, this is the only opportunity available for a visit of the site prior to submitting a proposal. 2. Officials from OPM-SANG will meet you at the MODA VCC and escort you to the U.S. military Visitor Control Center (VCC). 3. Once through the U.S. military VCC, OPM-SANG personnel will transport you by van to Villa 60-04 for the Site Visit. G.
