- Description
- This is not a Request for Proposal. The National Park Service (NPS), Intermountain Region, has a requirement to provide a Tram Shuttle service for visitors to Dinosaur National Monument, UT. The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to provide and operate an open-air tram, low speed vehicle, licensed and certified to drive on public roads at speeds less the 15 MPH. The tram shall be capable of providing round trip service between the LVC and the QEH, a distance of approximately 1/2 mile each way. It shall have sufficient power to safely navigate hills up to a 15% grade within the posted speed limit of 15 mph. The tram shall have a public address system with audio speakers capable of transmitting either a DVD with a pre-recorded message by the National Park Service (hereafter referred to as NPS), or a microphone to be used by interpretive rangers in the event they are riding with passengers. During extended stops in the public use areas, idling of the tram shall not be permitted due to noise and exhaust fumes. The Tram service shall operate from 9 a.m to 5 p.m., Monday through Sunday every 15 minutes approximately from May to October with a shutdown from October to April. A Firm Fixed Price (FFP) contract is anticipated with a one (1) year base period and four (4) one-year option periods. The period of performance for this contract is from the date of contract award to October 2012. The estimated start date of the contract is on or about May 1, 2012. The Proposal due date will be noted in the solicitation. The North American Industrial Classification System (NAICS) code is 485113 - Bus and Other Motor Vehicle Transit Systems, with a small business size standard of $7.0 million. This procurement is a 100% small business set-aside. Once the solicitation is posted, the request for proposals and documents shall be available without charge, through www.fbo.gov. The solicitation will be posted on or about December 2011. A paper solicitation will not be issued and electronic submission of contractor's proposals will not be accepted. Successful offerors must be registered in the Central Contractor Registration (CCR) database at www.ccr.gov and the Online Representations and Certifications Application (ORCA) at www.orca.bpn.gov.
