- J&A for other than full and open competition Request for quote This is a notice of intent to award a sole-source order to Socius1 LLC. This Notice of Intent is NOT a request for competitive proposals.. This requirement is to support DFAS Trust Fund Accounting Division, Standards and Compliance Business Office (S?&C) and Military Housing Privatization Initiative (MPHI), and Accounts Maintenance and Control Directorate (AM&C). Authority cited in accordance with FAR 13.106-1 (b) (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name or industrial mobilization).
