Description
This is a Sources Sought Notice/Request for Information (RFI). There is no solicitation available at this time. Requests for Solicitation and inquiries related to the same will not receive a response. This RFI is published for market research purposes only, and in no way obligates the Government to issue a solicitation or otherwise make a contract award. Any and all information submitted in response to this RFI is strictly voluntary. The Government will not pay for any information submitted in response to this RFI. The Defense Threat Reduction Agency (DTRA) is interested in sources capable of providing support for Navy Medical Research Center (NMRC) work for the Cooperative Biological Engagement Program (CBEP). The following are services the agency seeks to obtain. The Contractor's scientists will engage foreign scientists in scientific projects aimed at detecting and diagnosing especially dangerous bacterial and viral pathogens such as Bacillus anthracis, Yersinia pestis, Brucella species, Francisella tularensis, Crimean Congo Hemorrhagic Fever Virus, Tick Borne Encephalitis Virus, Dengue virus, Chikungunya virus, and Rickettsia species. The contractor science team will obtain and maintain a secret clearance and will have a minimum of five years of international field work experience. Contractor scientists will contribute to the Science and Integrated Product Teams, will collaborate with Vector Surveillance efforts and will support/provide field diagnostics training and expertise. The contractor scientific team will provide training in foreign countries as needed, including training in cryopreservation procedures, advanced molecular biology methods, and national response teams. In addition, the contractor scientific team will provide subject matter expertise to the USG in software designed to control and inventory select agents, and laboratory aspects of epidemiological surveillance software. Contractor scientists will coordinate, participate and lead laboratory sections of table-top exercises, field detection exercises, and operational demonstrations of tasks designed to measure effectiveness of laboratory training in a practical setting. In addition, the contractor scientists will assist in coordinating and setting-up National Field Response Lab vehicles in Southwest Asia and the Former Soviet Union (FSU). The contractor science team will develop, coordinate and manage a proficiency testing program to reinforce the molecular biology training and keep laboratories competent in their diagnostic task. To accomplish this proficiency testing component sterile, nontoxic samples (DNA, RNA, and proteins) must be manufactured under strict quality control conditions with a two-year shelf life, delivered to the countries as needed, tabulate all proficiency data and report all proficiency testing to the funding agency and in-country integrating contractor within one weeks after completion of proficiency exercise. The contractor science team will further support DTRA by training local scientists and technicians in ELISA diagnostic methodology and conducting seroprevalence studies in FSU countries as per direction. Further support for rickettsial diagnostics and studies will be provided to DTRA collaborators and to the countries' public health system by developing and providing PCR primers/probes kits used to detect rickettsial diseases. The contractor science team will work with local science teams to design country specific assays to understand disease proportion, prevalence, distribution and occurrence as requested by funding source. Finally, the contractor science team should provide an "on call" capability to respond within 24-hours, after entry visas are available, to global outbreaks upon request by funding source. This capability will provide laboratory diagnostic and mobile response assistance in a timely manner anywhere at any time. Sources having the capability and/or concept to meet these requirements are invited to respond to this RFI. Responses must be UNCLASSIFIED and limited to five (5) pages for any given concept, not including cover page, cover letter and table of contents. Respondents will be expected to follow their internal information security policies and any appropriate internal or government supplied security guidance to insure that responses to this RFI are UNCLASSIFIED. Any proprietary concepts of information should be clearly identified as such with disposition instructions. Data and information submitted in response to this RFI will not be returned. Input on technical aspects of the responses may be solicited by DTRA from non-government consultants/experts who are bound by appropriate non-disclosure requirements. For all RFI responses, an additional, non-proprietary cover page is also requested identifying your company name, technical point of contact, contact information and known or anticipated Organizational Conflict of Interest (OCI) issues. Only electronic submissions of information provided to the email address specified will be accepted. RFI responses should be sent to the following email address: reginald.smith_contractor@dtra.mil. All emails should include in the subject line the RFI number and the submitting organization's name. Responses should be submitted electronically no later than 3:00 p.m. Eastern Time on December 27, 2011.
