- NASA/GRC is hereby soliciting information about potential sources for a liquidhydrogen storage vessel.The National Aeronautics and Space Administration NASA Glenn Research Center is seekingcapability statements from all interested parties, including Small, Small Disadvantaged(SDB), 8(a), Woman-owned (WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned(SD-VOSB), Historically Underutilized Business Zone (HUBZone) businesses, andHistorically Black Colleges and Universities (HBCU)/Minority Institutions (MI) for thepurposes of determining the appropriate level of competition and/or small businesssubcontracting goals for the following:NASA Glenn Research Center is seeking to purchase a portable vacuum jacketed liquidhydrogen storage vessel in the 4000 to 5000 gallon capacity range. The unit shall bemounted on a suitable truck chassis or trailer to provide over-the-road transport ofliquid hydrogen. It shall be manufactured to DOT regulation MC-338 in addition tocomplying with all relevant federal regulations. The overall unit must be no larger than35 feet long by 11 feet high by 8.5 feet wide.A minimum of 120 psig maximum actualworking pressure is necessary (MAWP). The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), ServiceDisabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto.No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sitesfor the release of any solicitation or synopsis.Interested offerors/vendors having the required specialized capabilities to meet theabove requirement should submit a capability statement of ten(10) pages or lessindicating the ability to perform all aspects of the effort described herein.Responses must include the following: name and address of firm, size of business andpoint of contact including address and phone number. Please advise if the requirement is considered to be a commercial or commercial-typeproduct. A commercial item is defined in FAR 2.101.This synopsis is for information and planning purposes and is not to be construed as acommitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemedfully qualified will be considered in any resultant solicitation for the requirement. All responses shall be submitted no later than COB (4:30pm EST) on January 4, 2012 toNASA Glenn Research Center, Attn: CHA/Deborah L.
