Description
This is a notice of intent to award a sole-source contract and is not a request for competitive proposals. The statutory authority for this sole-source procurement is 10 U.S.C. 2304(c)(1) as prescribed by FAR 6.302-1. The Mission Installation and Contracting Command-Fort Gordon (MICC) intends to issue a sole-source, firm fixed price, purchase order to Evident Incorporated for a quantity of 1,200/each for ALPHA/BRAVO Tactical Forensic Combat Kit with Digital Camera. Evident Crime Scene Products Inc is the sole manufacturer and distributor of these products. The ALPHA/BRAVO Tactical Combat Forensic Kit with Digital Camera features an exclusive proprietary tactical pouch which provides access to fingerprint development and material collection supplies. No available alternative meets the required specifications for US Criminal Laboratory (USACIL) mission and validation. Other Tactical Forensic Combat Kits with cameras are not compatible for use with the validated hardware currently used by USACIL for forensic DNA science. The detrimental effect of employing another vendor's solutions is a significant cost increase for development and implementation of a new product. The Department of Defense has already invested in the employment, testing and validation of equipment which use these kits. These kits are required to support United States Criminal Investigation Laboratory. This notice of intent is not a request for competitive proposals. However, the Government shall consider all responses received by Friday, 15 December 2011 at 3:00 p.m. EST. Interested parties may identify their interest and capability to respond to this requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. MICC-Fort Gordon will not be responsible for any costs incurred by interested parties in responding to this notice.
