Description
This is a SOURCES SOUGHT SYNOPSIS and is not a solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified Small Business firms. Responses to this Sources Sought Synopsis will be used by the government in making appropriate acquisition decisions. The U.S. Army Corps of Engineers, Mobile District, anticipates a future procurement to construct a 425 acre dredged disposal area for the Pascagoula Navigation Project. The disposal area will consist of a rock dike extending from the eastern tip of Singing River Island around the south of the island and tying back in on the western edge of the island. The rock dike will have a final elevation of +3.0 feet NAGVD and an average width of 50 feet. The dike will be commence on the island shore (dry land) and continue south west, then west into the Sound adjacent to Singing River Island to depths of 5 feet before tying back into the island shoreline. The rock dike will consist of a one foot sand bedding layer atop the existing ground around the island. A Geotextile composite material will lay on top of the sand bedding. A one foot 357 stone bedding shall be placed over the Geotextile. The mass of the rock dike will consist of ALDOT #4 rip rap. Excavation will be required to create an access channel permitted to a depth of 9-feet and width of 75-feet to barge in the materials. Some areas of the dike alignment will need to be excavated to facilitate installation of the dike section. The sand bedding shall be excavated from the Pascagoula River, the stone materials and Geotextile will have to be procured by the contractor. The quantity of riprap is estimated in excess of 100,000 tons. The bedding stone and sand are each estimated not to exceed 50,000 cubic yards. The contractor is required to furnish all labor, equipment and materials to mange and construct a complete disposal area project. The cost of construction is estimated not exceed $25 million. Proposed construction duration is 400 calendar days. Sources are being sought for firms with a North American Industry Classification System 237990 Code with a Small Business Size Standard of $20M in annual revenues. Responses are requested with the following information, which shall not exceed a total of eight pages: 1. Offeror's name, address, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification to include any designations as Small Business, HUBZone, Service Disabled Veteran Owned, or 8(a) shall be indicated on first page of submission. 3. Bonding capability (construction bonding level per single contract and aggregate construction bonding level, both expressed in dollars; along with current available bonding capacity. 4. Description of capability to perform the proposed construction, manage subcontractors, prepare and comply with various environmental and construction permits, and capacity to execute this project with other ongoing construction contracts. 5. Past performance/experience on projects of similar scope and magnitude, describing no more than five (5) projects that are at least 50% construction complete within the past five years. The past performance information should include project title, location, general description of the construction to demonstrate relevance to the proposed project, the Offeror's role, dollar value of contract, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address). Responses should be submitted via e-mail to LaNell.A.Roberts@usace.army.mil or sent by overnight courier to U.S. Army Corps of Engineers, Mobile District, (Attn: LaNell Roberts), 109 St. Joseph Street, Mobile, AL 36602-3620. Submittals are due no later than 27 Dec 2011. Submittals will not be returned. Telephonic responses will not be honored. This is not a Request for Proposal, only a Request for Information. No award will result from this Sources Sought. This notice does not constitute any commitment by the Government.
