Description
The United States Patent & Trademark Office (USPTO) intends to award a sole-source purchase order in the amount of $240,000.00 for Non Patent Literature to The Research Investment, Inc., 20600 Chagrin Boulevard, Suite 650, Cleveland OH for a base year with three (3), 1 (one) year options in accordance with FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements). The North American Industry Classification System (NAICS) is 541910. This is not a solicitation nor will a solicitation be issued in regards to this announcement. Therefore, no RFQ will be issued as a result. In accordance with FAR 6.302-1, the Document Delivery Division of The Research Investment (TRI-DOC) is uniquely set up to accommodate non-patent literature reference requests submitted by Scientific and Technical Information Center (STIC's) Reference Delivery Branch on behalf of the patent examiners. USPTO has a continuing need for the services provided by TRI-DOC. Disruption in services would severely impact the work of the patent examiners. TRI-DOC offers a unique service, which other vendors cannot replicate and is therefore the only source available that can provide the required service within the required timelines. Requirement: The purchase order will support requested searches and research for the rapid delivery of obscure articles, books, reports, studies, conference proceedings, company literature, standards, specifications, and regulations from unconventional and remote resources worldwide in a variety of languages within two (2) to 48 hours (2 working days) with a 97% fill rate of the requests. There is often a need to pursue private company documents, brochures, research reports, and in-house publications while complying with industry standards for such research, and only obtain what is approved for public domain. Rush delivery is paramount and materials are obtained in several hours for many requests. For the remaining requests, at least 90% must be delivered within 48 hours and a fill rate of no less than 95% of the requests is required. This vendor will also contact authors and publishers to obtain obscure documents that we could not otherwise obtain. The vendor shall have a network of individuals, including small publishers, authors and associations who serve to provide assistance with obtaining documents. Delivery of all non-book requests shall be provided in PDF format and there must be prompt status notification of expected delivery. Vendor must have at least a 20 year proven track record of providing the above service. This vendor can supply materials when OCLC WorldCat shows no holding institutions. This vendor will provide research and verification of references that are incomplete or in a foreign language, such as Chinese, Japanese, Russian, or other. In addition to other remote suppliers, this vendor uses the following International sources to fill requests: Academy of Sciences - Leingrad British Lending Library & SRIS British Medical Library Institut Francais Du Petrole IOFAN (Moscow) ISTIC (China) JICST/Diet Max-Planck-Institut fur Biochemie National Library of Australia NTIS PIRA RAPRA Russian National Public Library Russian State Patent Library Tappi TIB-Hanover The vendor must have sources at national and specialty libraries in assorted countries around the world that can access libraries and information centers on a daily basis. A partial listing of these countries include: Australia, Argentina, Azerbaijan, Belgium, Brazil, Bulgaria, Canada, China, Croatia, Egypt, France, Germany, Hungary, Pakistan, Netherlands, Poland, Spain, etc. Award Amount: $60,000.00 Period of Performance: December 23, 2011 through December 22, 2012 Primary Point of Contact: The point of contact for information regarding this sources sought request is Shellie Eaton at (571) 272-5146.
