Description
NASA Ames Research Center is hereby soliciting information about potential sourcesto construct a new, fully functional boiler plant north of existing Building N231 andwest of the existing Arc Jet Complex Steam Vacuum System. The work includes: (1) Three(3) low emission, high pressure steam boilers; (2) Deaerator heater and feedwater tank;(3) Boiler NOx reduction systems. (4) Supporting and connecting piping; (5) Boilerplant controls; (6) Other major boiler plant mechanical equipment, including auxiliaryboiler, combustion air fan, boiler, feedwater and chemical feed pumps, blowdown recoveryheat exchanger, boiler makeup water softener package, flow measuring devices, backflowpreventers, steam traps, flash tanks, control valve station, pressure reducing valvestation, and safety valves; (7) Boiler control room HVAC mechanical equipment, includingrooftop air conditioning unit, sound attenuators, ductwork piping, air outlets andinlets; (8) Reinforced concrete slab foundation; (9) Structural steel canopy coveringthe full footprint of the new boiler plant; (10) Platforms and stairs for servicingboilers and feedwater/de-aerator tank; (11) Partial demolition and removal of NOx SphereNo. 5 foundations; (12) Partial demolition and removal of NOx Shere No. 6 foundations;(13) Demolition of N231 sidewalk and parking; (14) Demolition of two (2) N231 high baytest rigs; (15) Demolition of site utilities with boundary of construction;(16)Demolition of room interior within new control room in N231; (17) Electricdistribution service; (18) Boiler control room in Building N231; (19)Control roomlighting, fire alarm, security, data and communication systems; (20) Gas and waterutilities; (21) Earthwork, including grading and drainage improvements; (22) Concretecurb, gutter and sidewalk; (23) Asphalt pavement surrounding new boiler plant foundationslab; (24) Accessible concrete ramp, asphalt parking and striping in N231 parking lot;(25) Perimeter site fence with concrete ramps, manual sliding gates and card access mangate; (26) Site Restoration; (27) N231 fenced interior work area; (28) Renovation ofexisting toilet facilities in Building N231 to meet ADA compliance, including a newshower; (29) Traffic control for streets affected by construction operations; (30)Component and system testing. Options include: demolition and removal of NOx Sphere No.6, tanks and associated underground and above ground piping; canopy; move SVS controls toN231 control room and integrate with boiler controls; and demolish existing boiler, FWDAsystem and associated equipment. Estimated construction cost is more than $25,000,000. The NAICS code for this procurement is 238220 with a size standard of $14,000,000.NASA Ames Research Center is seeking capability statements from all interested parties,including Small, Small Disadvantaged (SDB), and 8(a), Woman-Owned (WOSB), Veteran Owned(VOSB), Service Disabled Veteran Owned (SD-VOSB), Historically Underutilized BusinessZone (HUBZone) small businesses for the purposes of determining the appropriate level ofcompetition and/or small business subcontracting goals for this procurement. TheGovernment reserves the right to consider a Small, 8(a), WOSB, SD-VOSB, or HUBZone smallbusiness set-aside based on responses hereto. No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service. It is the potential offerors responsibility to monitor these sitesfor the release of any solicitation or synopsis.Responses must include the following: name and address of firm; ownership; averageannual revenue for the past three years and number of employees; whether they are large,small, SDB, 8(a), HUBZone, VOSB, SDVO-SB, or WOSB; number of years in business; affiliateinformation: parent company, joint venture partners, or potential teaming partners; listof customers covering the past five years (highlight relevant work performed, contractnumbers, contract type, dollar value of each procurement, and point of contact addressand phone number). Also provide bonding capacity per project and aggregate.
