- It is the Government's intent to award a commercial off-the-shelf (COTS) Firm Fixed Price Purchase Order for 2 BOSS Systems (IDs TCG0203 (L), TCG0209 (D)) Battlefield Operations Support System (BOSS) for the Software Engineering Directorate located in Redstone Arsenal, AL. The Battlefield Operational Support System (BOSS) is a Test and Simulation Tool used for stimulating and communicating on the Link 16 tactical data link via RF, Serial and Ethernet connections. It provides individual software modules that perform Terminal (radio) Control, Terminal Emulation, Situation Display, Scenario Generation and Message Recording/Analysis capabilities. This tool is currently used to perform Terminal Control on a Multifunctional Information Distribution System (MIDS) Low Volume Terminal (LVT)-1 radio and is provided as Government Furnished Equipment (GFE) to the AH-64D System Integration Lab (SIL) in Boeing located in Mesa, AZ. The MIDS radio is being used to pass Link 16 messages to the JTR-SA radio which is then passed to the Apache Block III MP (Mission Processor). This tool, in the future, will also be used in Terminal Emulation mode when connecting to Serial or Ethernet ports to perform distributed testing with distant agencies, such as Fort Bliss and JITC. This purchase of the maintenance of the BOSS system will ensure that system is properly maintained and that no development is halted due to BOSS equipment failures. Tactical Communications Group, LLC is the only known supplier who can provide the required maintenance no other contractor can provide this maintenance. Authority Cited: Statutory Authority permitting other than Full and Open Competition for this requirement is 10 U.S.C. 2304(C)(1), as implemented by paragraphs 6.302-1 of the Federal Acquisition Regulation (FAR) entitled- Only one responsible source and no other supplies or services will satisfy agency requirements. This acquisition will be sole source to Tactical Communications Group, LLC, Two Highwood Drive, Tewksbury, MA 01876. The period of performance for this action is one year after award.
