Description
The Uniformed Services University of the Health Sciences (USUHS), located on the National Naval Medical Campus (NNMC) in Bethesda, MD, intends to negotiate on a sole source basis with Marshall BioResources for the following quantities of Gottingen Minipigs and requested delivery dates: •8 male pigs (approximately 4-5 months old)Estimated Delivery Date - Jan. 10, 2010 •8 male pigs (approximately 4-5 months old)Estimated Delivery Date - Feb. 14, 2011 •8 male pigs (approximately 4-5 months old)Estimated Delivery Date - Mar. 20, 2011 •8 male pigs (approximately 4-5 months old)Estimated Delivery Date - Apr. 24, 2011 •8 male pigs (approximately 4-5 months old)Estimated Delivery Date - May. 29, 2011 •8 male pigs (approximately 4-5 months old)Estimated Delivery Date - Jul. 3, 2011 •8 male pigs (approximately 4-5 months old)Estimated Delivery Date - Aug. 7, 2011 Sole source determination is made in accordance with: FAR Part 13.106-1 Soliciting Competition (b) Soliciting from a single source (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source f the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. Marshall BioResources is the sole North American provider of Gottingen Minipigs. The pigs are necessary because the research being conducted requires a pig of a manageable size and weight, and only the Gottingen pigs satisfy this need. In addition, the research requires that the animals have a controlled microbiological background, low inbreeding, and known background data (hematology, clinical chemistry, physiology, pharmacology, and toxicology). For consistency of results, good quality science, and to avoid un-necessary experimental repetition, it is imperative that we continue to use the same strain of minipigs that we have studied for the past two years. This is not a request for quotes and a solicitation package will not be issued. A determination by the government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses must be submitted electronically, via email, to Pierre.Smith@usuhs.mil by 12:00 PM (EST) on December 20, 2011. The first delivery is scheduled for January 10, 2012.
