Description
Notice of Proposed Contract Action (NOPCA). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Electronic Systems Center, Cryptologic Systems Contracting Division intends to purchase an IXIA Open Systems Interface (OSI) References Model layer 2-7 Assessment Tool. The following is required: base unit - part number 941-0009; LSM1000XMVDC4-01 4-port, Dual PHY - part number 944-0095; SFP Transceiver - 850nm SX - Part Number: SFP-SX; Ixload-Plus BaseSW Bundle Enhanced Layer 4-7, Part Number: 925-3300; Analyzer Server, Base SW, Packet Capture Analysis, Part Number: 932-0101,; Aptixia IxAutomate Base Software Framework GUI - partNumber: 928-0200; Aptixia IxAutomate Opt SW IP Multicast Test Suite - part number: 928-0243;Aptixia IxAutomate Opt SW RFC 2544/IPv6 Test Suite - Part Number: 928.0201; Aptixia IxNetwork Base SW Layer 2-3 Perf Text Application - Part Number: 930-1999; IxRouter IxNetwork OPT SW - Part number: 930-2004; Analyzer Client Base SW, Media Player Tools - Part Number 932-0102; and Aptixia IxAutomate Opt SW Adv Tel Script Ste (ATSS) - Part number: 928-0220, QTY: 1 (one). CPSD intends to make an award to IXIA, CAGE: 1SBC9. The NAICS is 334111. IXIA, Inc is the original developer of the AGFU software suite and is extremely knowledgeable of the both overall architecture of the software, as well as the individual scripts. As a result, no other vendor can provide the 34TAZI Contract Maint 4GE569/569 hardware server package for AGFU software within the required timeframe to meet the Government's scheduled requirement. Refurbished or Surplus items are not acceptable. The Government intends to make an award in the April 2011 timeframe. No technical data/drawings/technical orders are available. If a firm is capable of providing these exact items, please contact the Contracting Officer within ten days of this announcement. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or women owned business and whether they are U.S. or foreign owned. Proposals are due no later than 22 December 2011 by 12:00 p.m. CST.
